This article shall be known as the "Leacock Township Dog Law."
For the purpose of this article, the following terms shall be construed to have the following meanings, except where the context clearly indicates otherwise:
OWNER
Any person having any ownership interest in a dog, or who has custody or control of any dog, or any person who harbors or permits a dog to remain on or around property occupied by such person, or the parent or guardian of any such person who is a minor.
RUN AT LARGE
Being upon any public highway, street, alley, park or any other public land, or upon property of another person other than the owner, and not being accompanied by and under the reasonable control of the owner or other person having custody of such dog.
It shall be unlawful and a violation of this article for any owner of a dog to:
A. 
Fail to keep such dog at all times confined within or firmly secured to the premises occupied by the owner so that such dog cannot run at large; or
B. 
Fail to prevent at all times such dog from unduly disturbing the public through barking; or
C. 
Fail to maintain at all times dog pens, kennels or other areas in which dogs are kept in a clean and sanitary condition and free of offensive odors.
Any person who violates or permits a violation of this article shall, upon conviction in a summary proceeding brought before a Magisterial District Judge under the Pennsylvania Rules of Criminal Procedure, be guilty of a summary offense and shall be punishable by a fine of not more than $1,000, plus costs of prosecution. In default of payment thereof, the defendant may be sentenced to imprisonment for a term not exceeding 90 days. Each day or portion thereof that such violation continues or is permitted to continue shall constitute a separate offense, and each section of this article that is violated shall also constitute a separate offense.
