The City Controller, elected as provided by law, shall be responsible
for the control of an encumbrance system of the City budget operation
and in the supervision of the finances of the City. He shall receive
from the Manager and department and bureau heads such information
regarding City properties and obligations and City income and expenditures
as he deems necessary to carry out these duties. He shall furnish
the Manager and Council the report concerning these matters for preparation
and presentation by the Manager to Council at least monthly and at
such other times as may be deemed necessary. Such reports presented
by the Manager to Council shall be countersigned and certified by
the City Controller as to the accuracy and correctness thereof.
The City Controller shall review all warrants for the expenditure
of City monies and, if satisfied that such expenditure is within the
budget allotment pertaining thereto, shall sign said warrant before
it is presented to the City Treasurer for payment. In so doing, he
shall also preaudit all claims and demands against the City prior
to payment and shall approve warrants for payment thereof only if
satisfied that such payments are in accordance with the law.
The City Controller shall furnish a fidelity bond to the City
as required by general law. The fidelity bond for the position of
City Controller shall be in the minimum amount of $50,000. The fidelity
bond shall be issued by a surety company authorized to conduct business
in the Commonwealth of Pennsylvania and shall be financially rated
by the A.M. Best Company at an A level or above.
The City Controller may designate, with the approval of the
Manager, a person in the administrative service to perform his duties
during his absence from the City.
