A. 
The Department of Administration, specifically the Manager, shall be responsible for the establishment and maintenance of a merit system personnel program, which is to include a position classification system and pay plan covering all City employees as provided by the Charter Law.[1]

B. 
The basic personnel policy of the City shall be:
(1) 
Employment in the City government shall be based upon merit and fitness, free from personal, racial, religious and political considerations.
(2) 
Recruitment shall be conducted on a broad basis in order to secure an adequate field of selection.
(3) 
Just and equitable conditions of employment shall be established and maintained in order to promote efficiency and economy in the operation of the City government.
(4) 
Positions having similar duties and responsibilities shall be classified and compensated on a uniform basis.
A. 
Subject to any contrary term, condition or practice that would currently apply to any employee that is subject to a collective bargaining or labor agreement with the City, any full-time employee and part-time Fire Department employee currently or hereafter employed by the City shall be required, as a condition of his or her employment, to be or become within 12 months from the commencement of such employment and remain, during the term of his or her employment, a resident of the geographical area delineated by a ten-mile radius, which epicenter shall be 21 Seneca Street, Oil City, Pennsylvania (City Hall).
B. 
The term "resident" means and shall be construed to include only a person who maintains his or her primary domicile and place of residence within the geographical area stated in Subsection A.
C. 
If any person in the employ of the City shall fail, neglect or refuse to become a resident of the geographical area stated in Subsection A within the limitation of time provided in that same subsection, or cease to remain a resident of that area, as defined in Subsection B, then the absence of the aforesaid residency shall be grounds for the termination of said employment of such person.
D. 
The Manager, at his sole discretion, shall have the authority to waive the requirements set forth herein in those cases where enforcement of the requirement would be adverse or detrimental to the safe, efficient and economical conduct of City business or in those cases where, after diligent effort, no person is available for employment who is both a resident of the geographical area delineated in Subsection A and otherwise qualified.
E. 
There shall be no residency restrictions placed on any part-time employees of the City except for those outlined in Subsection A above.
Any officer or employee of the City who is or shall be required to give bond to the City conditioned for the faithful performance of his duties, except such officers and employees who are required by law to give individual bonds, may be covered by a public employees' blanket bond, the amount and coverage thereof to be determined by the Manager and approved by Council.
