There is established a Personnel Committee for
the City, which Committee shall continue in permanent operation and
shall consist of the Mayor, Chairman of the City Council, Chairman
of the City Council Finance Committee, Director of Finance, Director
of Public Works, Chairman of the City Council Grants and Labor Negotiations
Committee and the Chief Personnel Officer.
The Chief Personnel Officer or Assistant to
the Chief Personnel Officer as designated by the Chief Personnel Officer
shall act as Secretary and otherwise assist the Personnel Committee
as directed by the Chairman. The Chairman of the Committee shall be
designated by the Mayor, and the Personnel Committee shall meet once
a month.
The duties of the Personnel Committee shall
be the following:
A. To meet once a month and to review the personnel policies
of the City of East Orange and to establish such personnel policies,
or change existing personnel policies, and to recommend to the City
Council the establishment of positions of employment within the City
or the elimination of positions of employment.
B. To conduct a continuing evaluation of the respective
classes and salary ranges for the purpose of recommending changes
where necessary to maintain a proper balance and relationship between
the classes. The Personnel Committee shall have no power to create,
alter or change ranges or classifications, but shall from time to
time, and no less than once annually, make a report to the Mayor and
City Council embodying recommendations for change.
