A. 
Appointment. The Mayor, with the consent of the majority of all members elected to the City Council, shall appoint a Director of Finance.
B. 
Powers Of Director Of Finance. The Director of Finance shall exercise the combined powers and offices of City Assessor and City Treasurer, as required by law.

The Director of Finance shall reside within the City during the tenure of their office. Failure to so reside, and to thereafter continue to reside within the City, shall cause a forfeiture of their office. The City Council, with majority vote, may waive the residency requirements.

It shall be the duty of the Director of Finance to give bond to the City in the sum of five hundred thousand dollars ($500,000.00), the cost of which shall be paid by the City. Compensation for said Director of Finance shall be such amount as determined by the City Council in their adoption of the annual budget.
