The Health Commissioner shall have general supervision over
the health and matters pertaining thereto of the inhabitants of said
City. He/she shall cause notice to be given to any property owner
violating any ordinance affecting the health of the inhabitants of
the City and shall bring before the Board of Aldermen for their attention
all matters pertaining thereto and shall make his/her recommendations
to the Board of Aldermen wherever any ordinance is necessary to remedy
matters that may affect the health of the citizens of the City.
