A. 
All applications for connection to public sewer and/or water shall be governed by the current rules and regulations of the Camden County Municipal Utilities Authority (CCMUA), the New Jersey Department of Environmental Protection (NJDEP), and any requirements set forth by ordinances adopted by the Borough of Clementon.
B. 
Applications made for connection to public sewer and/or water are subject to review by the Borough of Clementon and its Municipal Engineer. All application fees, review escrows, inspection escrows, connection fees, performance bonds, and maintenance bonds shall be posted in accordance with the requirements set forth by the Borough of Clementon.
C. 
Applications which require a treatment works approval (TWA) permit and/or a Bureau of Water System Engineering (BWSE) drinking water permit shall have all applicable NJDEP forms completed and submitted for review. Following review and approval by the Borough of Clementon, endorsements of each application will be provided, as applicable, accompanied by resolution(s). Applicants are responsible for obtaining approval from the CCMUA as required for a TWA permit application. For BWSE applications, applicants are responsible for the costs associated with preparation of GIS shape files of the proposed water system for submission to NJDEP.
A. 
Construction permits will not be issued until such time as proof of permit issuance from NJDEP for TWA and/or BSWE is provided to the Borough, as applicable.
B. 
A performance bond will be required prior to the construction of water/sewer improvements. The bond amount shall be determined via preparation of a bond estimate by the Municipal Engineer. The performance bond shall be in the amount of 120% of the estimated cost of construction.
C. 
An inspection escrow equal to 5% of the estimated cost of construction shall be posted for inspection of water/sewer improvements by the Municipal Engineer.
D. 
All required connection fees shall be posted prior to the issuance of any construction permits.
A maintenance bond in the amount of 15% of the estimated cost of construction shall be posted once all water/sewer improvements are installed and certified by the Municipal Engineer. This bond shall be in effect for a period of two years following acceptance of water/sewer improvements. The form of the performance and maintenance bonds shall be subject to review and approval by the Borough Solicitor.
As-built plans shall be prepared by a New Jersey licensed land surveyor for all water and/or sewer improvements. Copies of the plans shall be submitted to the Borough along with electronic AutoCAD files containing all water and/or sewer improvements drawn on separate layers. All elevations shown shall be on the NAVD88 datum. NAD83 New Jersey State Plane Coordinate System shall be utilized for the horizontal datum. Review and approval of as-built plans and AutoCAD files shall be required prior to the release of any performance bonds.
All water and/or sewer infrastructure shall be subject to pressure tests to be performed by the applicant.
A. 
Such tests are to be performed at the cost of the applicant.
B. 
All testing for water and sewer infrastructure located within roadway areas shall be performed once the base course of pavement has been installed.
C. 
Allowable infiltration or exfiltration shall not exceed a rate of 100 gallons per mile, per inch of diameter of sewer per 24 hours.
D. 
Unless otherwise approved, the testing pressure for water mains and sanitary sewer force mains shall be 150 pounds per square inch and the test duration shall be for two hours.
E. 
The testing pressure for PVC sewer mains shall be a minimum of 3.5 PSIG with a minimum duration of 5.5 minutes for eight-inch piping and a maximum allowable pressure drop of 0.5 PSIG.
F. 
Testing criteria is subject to modification based upon actual sanitary sewer pipe size, pipe length, groundwater depth, etc., in accordance with ASTM F1417-11A.
G. 
Additionally, sanitary sewer piping shall be subject to either a Mandrel test for deflection with a maximum deflection of 5% or a lamp test indicating there is no vertical deflection and at least 75% of the barrel visible in the horizontal direction.
H. 
A televised investigation with an inclinometer shall be performed by the applicant/developer, at no cost to the Borough, and witnessed by the Borough Engineer should any portion of sewer main piping fail a pressure test and/or Mandrel/lamp test.
I. 
Successful completion of tests is required prior to the acceptance of water and/or sewer infrastructure.
A. 
The applicant shall be responsible for all costs associated with upgrades to Borough utility infrastructure that may be required to provide water and sewer service necessary for proposed development. This includes testing of existing facilities such as sanitary sewer pump stations for determination of working/available capacity and determination of adequate pressures for water distribution (i.e., hydrant pressure tests). All testing data and proposals for infrastructure improvements shall be submitted for review as part of the development application.
B. 
The applicant shall be responsible for maintaining an adequate review and inspection escrow account for professional reviews and inspections. In the event that such account becomes delinquent and is not properly replenished, the Borough shall reserve the right to revoke any and all permits and approvals set forth until such time as the account is brought into compliance.

Technical requirements for water/sewer construction are delineated in Figures 1 through 16.[1]

A. 
An engineer's report for sewer improvements shall at a minimum contain the following information:
(1) 
The nature and extent of the area which it is proposed to include within the present system of sewerage, and of which it is planned shall drain ultimately into the system, including sections not within the boundaries of the affected municipality.
(2) 
The number of houses and the population to be served, both present and estimated, for at least 25 years hence, with computations and curves.
(3) 
The estimated per capita daily flow of sewage to be cared for, with supporting data.
(4) 
The total and per capita water consumption of the district to be served at the present time, if available.
(5) 
The allowance made for infiltration in the sewers.
(6) 
The estimated daily flow of sewage, including infiltration.
(7) 
The character of the sewage (whether domestic or industrial wastes or process waters and, in case of the latter, the nature and approximate quantity of the same stated in specific terms); also a breakdown of all quantities.
(8) 
That portion of the system to be built at the present time.
(9) 
The minimum grades of sewers for each size used.
(10) 
Logs of test borings and groundwater elevations will be shown.
B. 
An Engineer's report for water improvements shall at a minimum contain the following information:
(1) 
A description of existing waterworks as related to the proposed project.
(2) 
Data on present and future population served by the facility together with present and anticipated water requirements and the relationship of the proposed works to these factors. Estimates should he for a period of 25 years.
(3) 
A description of significant pumping equipment, giving capacity of units and general information on the arrangement of facilities, including the provision of standby power (if provided), control of operation, and alarm systems.
(4) 
That portion of the system to be built at the present time.
As-built plans shall contain the following information:
A. 
Water mains:
(1) 
Pipe lengths between bends.
(2) 
Pipe diameter and pipe material.
(3) 
All bend angles.
(4) 
The lid and top of nut elevation for all water valves.
(5) 
All hydrants and valves.
(6) 
All valve sizes shall be shown and valves and blow-offs shall be located using three tie-down dimensions (i.e., measurement from a permanent object; catch basin, manhole, hydrant, edge of pavement, etc.).
(7) 
All curb stops for water service. Provide a station from the nearest downstream manhole to each curb stop and provide an offset from the curb to each curb stop. If this cannot be accomplished, then tie down similar to valve location method. Each curb stop shall be clearly identified denoting the townhouse, condominium, house, office, store, etc., that it services.
(8) 
All concrete cradles and encasements.
(9) 
Location of all easements and location of utility within that easement. The as-built pipe length between bends.
(10) 
All the above information shall be shown on a plan drawing.
B. 
Sewer mains:
(1) 
As-built manhole rim and invert elevations and invert elevation of all pipes penetrating the manhole.
(2) 
As-built pipe diameter, pipe material, pipe lengths (measured from manhole center line to manhole center line), pipe slope, and flow direction arrows.
(3) 
All cleanouts for sewer laterals. Provide a station from the nearest downstream manhole to each lateral or cleanout. Provide an offset from the main to each cleanout.
(4) 
Any lateral left for a future connection shall have the pipe cover and three tie-down dimensions taken at the end of the lateral (i.e., measurements from a permanent object; corner of house, catch basin, manhole, hydrant, edge of pavement, etc.).
(5) 
All as-built concrete encasements and concrete cradles shall be noted.
(6) 
Location of all easements and location of utility within that easement. Provide a minimum of two tie dimensions from the utility to the easement line. A tie dimension shall be provided for all changes in direction and bends with stationing.
(7) 
All the above information shall be shown on a plan drawing.
(8) 
All sewer mains constructed in a new development shall be subject to cleaning, via jetting.
(9) 
A televised investigation with an inclinometer shall be performed by the applicant/developer, at no cost to the Borough, and witnessed by the Borough Engineer should any portion of main piping fail a pressure test and/or Mandrel/lamp test. The video inspection, if required, shall be subject to approval by the Borough and its Engineer prior to the issuance of a certificate of occupancy.
(10) 
Verification by the Borough and its Engineer of cleaning, via jetting, is required prior to endorsement of a certificate of occupancy.
C. 
Force mains:
(1) 
Locate the force main using tie dimensions from the face of curb/edge of paving to the force main. A tie dimension shall also be provided for all changes in direction and bends with stations from nearest manhole.
(2) 
Location of all easements and location of utility within that easement. Provide a minimum of two tie dimensions from the utility to the easement line. A tie dimension shall be provided for all changes in direction and bends with stationing.
(3) 
The as-built pipe length between bends.
(4) 
Approximate elevations at each bend and high point.
(5) 
As-built pipe diameter and pipe material.
(6) 
Manufacturer's data on air relief valves, gauges, and all valves; location of all easements and location of utility within that easement. Provide a minimum of two tie dimensions from the utility to the easement line. A tie dimension shall be provided for all changes in direction and bends with stationing.
(7) 
All nonmetallic mains shall be marked with tracing wire and have access ports every 250 feet.
(8) 
All the above information shall be shown on a plan drawing.
D. 
Pumping stations:
(1) 
As-built plans shall be submitted and should include both the proposed information (crossed out where changed, but remaining legible) and the as-built information shown clearly. Show all valves, curb stops, yard hydrants, underground sewer manholes, wet-well, dry well elevations and water piping, gates, etc. All valves and curb stops must be tied down as described above for water valves.
(2) 
Five copies of manufacturer's operation and maintenance information shall be submitted for all installed equipment.
(3) 
All the above information shall be shown on a plan drawing.
