A. Iron/steel
pin monuments at least twenty-four (24) inches in length and three-fourths
(¾) inches in diameter shall be set permanently and flush with
finished grade at all corners of the area being subdivided, unless
such depth, due to the subsurface conditions, shall be excessive in
order to firmly affix said monuments in a permanent location. Except
where deemed unreasonable or unfeasible by the Commission, monuments
shall be described on the final plat in relation to the location section
corners of the coordinate system of the State of Missouri.
B. Iron/steel
pins or pipes not less than one-half (½) inches in diameter
and not less than twenty-four (24) in length shall be set, unless
such depth due to subsurface conditions shall be excessive in order
to firmly affix said pins or pipes in a permanent location, as follows:
At all lot corners not marked by monuments; at all street corners;
at all points where street lines intersect the exterior boundaries
of the subdivision; and at all intersections of curves and tangents
along street lines.
C. Elevations
and locations of such monuments shall be described in the record based
on the second (2nd) and survey monuments.

A. Grading And Paving Specifications. All streets and alleys
shall be graded to the full width of their rights-of-way, unless otherwise
approved by the Commission.
Each of the following steps shall be done in sequence:
1. Preparation of the subgrade. Before grading is commenced,
the entire area of the right-of-way shall be cleared of all tree stumps,
roots, brush and other objectional materials and of all trees not
intended for preservation. The subgrade shall be properly shaped,
rolled and uniformly compacted to conform with the accepted cross
section and grades.
2. Cuts. In cuts, all tree stumps, boulders, organic
material, soft clay, spongy material and other objectionable materials
shall be removed to a depth of at least two (2) feet below the graded
surface. Loose or weathered rock, when encountered, shall be scarified
to a depth of at least twelve (12) inches below the graded surface.

3. Fills. In fills, all tree stumps, boulders, organic
material, soft clay, spongy material and other objectionable material
shall be removed to a depth of at least two (2) feet below the natural
ground subrace. All such material as well as similar matter from cuts
shall be removed from the right-of-way area and disposed of in such
manner that it will not become incorporated in fills or hinder proper
operation of the drainage system. All suitable material from roadway
cuts may be used in the construction of fills, approaches or at other
places as needed. The standard for compaction of such fills should
be either Standard Proctor of AASHTO T99 determined for the average
soil condition along the work area. Also, the top eight (8) inches
of subgrade, whether in cut, fill or at grade, should be compacted
(as above) following scarification of cut and at-grade areas.
B. Minimum Pavement Widths. The minimum pavement width of a
street shall be twenty-four (24) feet.
C. Pavement Specifications Of Streets. Street pavements shall
be constructed in conformity with the applicable engineering and material
specification sections contained in Divisions 200, 300, 400 and 500
of the St. Louis County Standard Specifications for Highway Construction
(1997) in conjunction with the 2004 Edition of the Missouri Standard
Specifications for Highway Construction. The Commission will consider
equal specifications to the above, provided that the subdivider submits
his/her complete plans and specifications for road pavements including,
but not necessarily limited, to the subgrading, aggregate, fill, subgrade
depth, pavement depth and material specifications for review by the
City Engineer. In addition, the subdivider's will agree to pay all
incidental fees required for this review. Should the City Engineer
find the subdivider's specifications inadequate and/or not equal to
the above-referenced standards, the subdivider will resubmit amended
specifications until at such time the City Engineer approves them.
Specifications are on file at the City.
D. Curbs And Gutters. Curbs and gutters shall be provided unless
deemed unnecessary by the Commission for the proper drainage of stormwater.
Where required, the specifications for curbs and gutters shall be
as contained in the applicable engineering and materials specifications
section of Division 600 of the St. Louis County Standard Specifications
for Highway Construction in accordance with the Missouri Standard
Specifications for Highway Construction. In no case will asphalt curbs
and gutters be acceptable to the Commission. Backfill shall be higher
than the curb and shall slope toward the curb in order to insure that
surface water drains into the storm drainage system, unless topographical
conditions of the slope do not warrant it.

A. General Requirements. When it is necessary to install utilities
in streets rights-of way, the following requirements shall apply:
1. In cases where underground utilities are to be provided within the
right-of-way of streets, they shall not be installed under the paved
portions thereof, unless approved by the Board of Aldermen.
2. After grading is completed and before pavement base is applied, all
of the in-street underground work and service connections shall be
completely installed, including excavation and granular backfill,
and approved throughout the length of the street and across the flat
section.
B. Water Supply System. The improvement plans for the water
supply system installation shall be approved by the City, Dunklin
Fire District and Water District No. 7, when applicable, and Missouri
DNR, when applicable, prior to the submission of the preliminary plat
or initial meeting with the Commission. The applicant shall provide
to the Planning and Zoning Commission copies of letters of concurrence
with his/her plans from the Dunklin Fire District and Water District
No. 7 and Water District No. 1.
C. Sewage Disposal. The improvement plans for the sewage disposal
system shall be approved by the City and Missouri DNR prior to the
submission of the final plat.
D. Storm Drainage System. The improvement plans for an adequate
stormwater drainage system, including all necessary open ditches,
pipes, culverts, intersectional drains, drop inlets, bridges and other
accessory structures and improvements, shall be provided for the proper
drainage of all surface water. Cross drains shall be provided to accommodate
all natural water flow and shall be of sufficient length to permit
full width roadways and the required slopes. The size of openings
to be provided shall comply with the requirements of the Pevely stormwater
ordinance but in no case shall the pipe be less than sixteen (16)
inches in diameter. The design of the storm drainage system shall
be based on a three (3) inches per hour maximum rainfall intensity.
Where any natural watercourse is to be disturbed or blocked, adequate
provisions shall be made to handle the water. Cross drains shall be
built on straight line and grade and shall be laid on a firm base,
but not on rock. Pipes shall be laid with their spigot ends pointing
in the direction of the flow and with their ends fitted and matched
to provide tight joints and a smooth uniform invert. They shall be
placed at a sufficient depth below the roadbed to avoid dangerous
pressure of impact and in no case shall the top of the pipe be less
than one (1) foot below the roadbed. Adequate drains shall be provided
and runoff water shall not be permitted to flow over sidewalks and
shall not be disposed of on adjacent properties. Precautions shall
be taken to care for runoff water from roof surfaces. Runoff water
may be permitted to flow over and be disposed of on adjacent properties
via existing natural water- courses.

Metal or other durable material "street name signs" shall be
installed at all intersections by the City with the cost of materials
and labor to be borne by the developer.

Fire hydrants shall be installed by the subdivider as part of
the water distribution system. Approval of hydrant locations, size
of water mains, location of fire lanes and other items pertaining
to fire protection shall be secured from the fire district prior to
submission of the preliminary plat to the Commission.

Service connections between stormwater drainage systems and
sewage disposal systems shall not be permitted. (See Title VII for
