As used in this Article the following term shall have the prescribed
meaning:
LIVESTOCK
Those animals usually raised on a farm for the production
of meat, milk, wool, hide or to perform labors on the farm. These
shall include, but not be limited to, cattle, horses, swine, hogs,
sheep, goats, oxen, and ponies.

It shall be unlawful for any person, firm, association, corporation,
his/her, its or their agents or employees within the City limits of
the City of New London, Missouri, to keep or maintain any number of
hogs, swine, horses, ponies, cattle, sheep, and/or goats, unless the
person or entity keeping or maintaining the same shall provide therefor
at least ninety thousand (90,000) square feet of enclosure or place
for the keeping of each said animal. It shall also be unlawful for
any person, firm, association, corporation, his/her, its or their
agents or employees to feed or water any of the aforesaid animals
within one hundred (100) feet of any residence or other dwelling place
other than that of the owner.

It shall be unlawful for any person to own, keep or harbor any
non-human living creature that is not customarily regarded as capable
of being domesticated or any non-human living creature whose size,
inherent characteristics, physical attributes or dangerous propensities
makes it a threat to human life or limb, whose nature precludes it
being safely kept in captivity, or to whom captivity would be detrimental
to its health. Any said person violating this Section shall be deemed
guilty of a misdemeanor.

Any livestock not properly restrained, according to the provisions
of 205.220 of this Chapter, shall be impounded by the New London Police
Department and shall be kept until claimed by the owner. The owner
must pay a board bill of fifteen dollars ($15.00) per day per animal
at the time of reclaiming. If the livestock is not reclaimed within
thirty (30) days the City may dispose of it by sale or slaughter.

Anyone found guilty of violating this Article shall be deemed
guilty of a misdemeanor and punished by a fine of not less than one
hundred dollars ($100.00) and not more than five hundred dollars ($500.00),
or by imprisonment in the City or County Jail, or any other jail if
no City or County Jail is available for a period not exceeding ninety
(90) days, or by both such fine and imprisonment.
