The Mayor, with the consent and approval of the majority of
the members of the Board of Aldermen, shall appoint such persons as
Police Officers as may be authorized by ordinance, to serve at will

In the event of an emergency, due to extraordinary circumstances
or temporary reduction in manpower caused by temporary incapacity
of an officer or officers or resignation or termination of an officer
or officers, the Mayor may appoint some person or persons as Police
Officers of the City, on a temporary or probationary basis, not withstanding
that said appointment may cause the size of the Police force to exceed
the authorized number. Such appointment shall be presented to the
Board of Aldermen at its next regular meeting or at a special meeting
called for the purpose and attended by all the members of the Board
of Aldermen for the consent and approval of the majority of the members
of the Board of Aldermen. The consent may be for a period of time
certain or conditions attached to the approval.

The Mayor may, with the consent of the majority of all the members
elected to the Board of Aldermen, terminate the appointment of any
Police Officer at will. In addition, a Police Officer may also be
removed at will by a two-thirds (⅔) vote of all the members
elected to the Board of Aldermen, independently of the Mayor's approval
or recommendation.
