A. Under
the authority set forth in Section 70.837, RSMo., the Fire Department,
the Police Department, and the Department of Public Works which includes
the water, sewer and street departments are hereby authorized to respond
and provide assistance in an emergency situation and upon the request
of another District, City, County or State agency within the State
of Missouri.
B. As
used herein the term "emergency situation" means
any combination of circumstances or events involving danger of imminent
danger to human life or property which require immediate action.
C. The
City Department shall only respond to an emergency situation outside
of its limits when authorized to do so by the Mayor or the highest
ranking department head available to make such a decision and in no
event shall any members of any department respond to an emergency
situation outside the City limits if there is any emergency situation
that then exists within the City limits and, further providing, that
in the event an emergency situation develops at such time as any members
of City departments are responding to an outside emergency situation
such members shall return immediately to the City to address the City's
emergency situation upon request by City officials.
D. No
provision of this Section is intended to require any member of the
Police Department, Fire Department or Public Works Department to respond
to emergency situations outside the City limits and refusal to do
so by any member shall in no way be held against such member for any
purpose whatsoever by the City or all City officials and employees.

A. All
members of the Police Department shall cooperate with State and Federal
agencies charged with enforcing immigration laws.
B. Any
member of the Police Department who has contact with a representative
of any State or Federal agency engaged in the enforcement of immigration
laws concerning possible violations of such laws shall immediately
notify the Department's compliance officer.
C. This
notification shall be documented in writing by the reporting officer
and the compliance officer. The compliance officer shall promptly
inform the City Marshal who shall issue such further orders as are
necessary to effectuate this policy.
