The proper officers of the Mayor and Town Council of Oakland, Maryland, are hereby authorized and directed to post sign regulations for parking and/or may enter into contracts of purchasing and leasing, under such conditions and matters as provided by law, for the installation of parking meters, signage, parking kiosks, or other payment devices, to help regulate parking in Oakland. As a courtesy to shoppers, the Mayor and Town Council may designate free parking zones, with time limits as deemed necessary. Personnel designated by the Mayor and Town Council of Oakland may utilize whatever necessary means to compute parking times, such as the temporary marking (chalking) of tires, time-stamped video or cameras, or whatever means are available or necessary.
A. 
It shall be unlawful for the owner or operator of any motor or other vehicle to park such vehicle between the hours of 8:30 a.m. and 5:30 p.m. on any day for more than two hours at any one time on any street or area herein described and designated as a parking zone. During special events, emergencies, or during snow events, the Mayor and Town Council or their designee may stipulate additional restrictions on parking for public safety.

B. 
The Mayor and Town Council may from time to time designate additional streets by motion of the Council.
C. 
The parking of cars in such areas as the aforesaid zones in which parking meters, signs, or kiosks are not installed, and in all other areas, shall be limited to such parking time as has been declared or fixed by other signage, motions, or ordinances of the Mayor and Town Council of Oakland.
On streets so designated, the proper officers shall mark parking spaces on the curb or pavement, or by other appropriate means; and in each space so marked, the Town may erect, or cause to be erected, a parking meter, kiosk, other payment device, or signage, which, upon the deposit of a coin or combination of coins of the United States indicated on the parking meter, kiosk or signage, or other authorized payment method, will entitle the party parking a vehicle to park for a limited time as is indicated on the parking meter, signage, kiosk, or other payment device, until the time when such period has elapsed.
In order that the police officers may properly enforce or compute the parking time limits and the time during which the vehicle is parked, in the case of meters, kiosks, or other payment devices, the owner or operator of said vehicle shall, upon entering such parking space during the time of limited parking, immediately pay such required payment for parking by whatever method is authorized and accepted by the parking device situated in the designated parking zones where parking/payment devices are located. Failure to do so shall constitute a violation of this article. Upon the deposit of such coins or authorized payment method accepted by the payment device, the parking space shall be lawfully occupied by such vehicle during the period of parking time which has been prescribed for the particular amount paid. Personnel designated by the Mayor and Town Council of Oakland may utilize whatever necessary means to compute parking times, such as the temporary marking (chalking) of tires, time stamped video or cameras, or whatever means are available or necessary.
Any fees and fines required to be paid for parking, as provided above, are hereby levied and assessed as fees to provide for the proper regulating and control of traffic in said parking zones and also the cost of supervising and regulating the parking of vehicles in said zones.
It shall be considered a violation of this article and unlawful:
A. 
For any operator of a vehicle to fail to properly pay for parking as posted during the regulated times.
B. 
For any vehicle to remain parked in any parking space for more than two hours, or such length of time that the meter shall indicate by a proper signal that the lawful parking period has expired.
C. 
To park any vehicle across any line or marking designated as a parking space, or to park said vehicle in any way that the same shall not be wholly within a parking space as designated by said lines or markings.
D. 
To deposit or cause to be deposited any slug, device or metallic substitute for a coin of the United States, in lieu of authorized payment.
E. 
For any person to deface, tamper with, damage or willfully break, destroy or impair the usefulness of any parking payment/regulation device installed under the terms of this article.
F. 
For any business owner to park or allow their employee to park in the two-hour-limit areas during normal business operations.
G. 
For any vehicle to park more than 12 inches from the curb.
H. 
For any person with a handicap permit to park in a parking space and fail to properly display the approved handicap permit.
Any person violating any of the provisions of this article, the Annotated Code of Maryland, Transportation Article, or the rules and regulations of the Mayor and Town Council of Oakland referring to parking regulations shall be issued a citation and/or fine in accordance with the Town of Oakland's resolution for rates, charges and fees. Continuous parking for each period exceeding the period lawfully allowed shall be considered a separate offense; provided, however, that no more than two citations shall be issued to any person so parking within a twenty-four-hour period. If payment of the fine provided in this section is not made within 30 days from the date of violations, then notice of nonpayment shall be issued, and an administrative fee of not less than $25 shall be assessed. If no payment of the fine and administrative fee is made, then the Police Department shall notify the motor vehicle administration of the outstanding fine, and the owner of the vehicle so unlawfully parked shall be flagged in accordance with the pertinent provisions of the Annotated Code of Maryland, the rules and regulations of the Police Department, and the rules and regulations of the Department of Transportation, Motor Vehicle Administration.
The Mayor and Town Council may provide, from time to time, a procedure whereby any person parking overtime may deposit a fine, set by resolution of the Mayor and Town Council, in various designated convenient locations within a limited period of time after such overtime parking has been observed, in lieu of charging such person with violation of this article.
