No person shall be admitted to an examination for a civil service
position with the City until after having filed, on the official form
prescribed by the Board, an oath or affirmation providing the information
as required therein. The official application form and all notations,
references and statements appearing in it are incorporated by reference
into these rules and regulations and shall be as much a part of these
rules as if they were fully described herein.
The City is an equal opportunity employer. It is the City's
and the Board's policy to grant equal employment opportunities
to qualified persons without regard to race, religion, color, national
origin, gender, age, marital status or non-job-related physical or
mental handicap or disability. The City and the Board will provide
equal opportunities in employment and promotion.
Application forms shall be available to all interested persons
in the office of the City Manager. Application forms may be mailed
upon written or telephone request; however, no filing date deadlines
will be extended due to mailing delay.
All applicants must have reached their 18th birthday before
the deadline for submitting completed applications. Applicants must
become residents of the City within one year of the time of initial
employment with the City.
Each applicant for a position in the Department of Public Safety
shall have graduated from an accredited high school or have an equivalent
education acceptable to the Board. Each applicant shall be physically,
medically and psychologically fit for the performance of the duties
of a police officer; of good moral character; and licensed to operate
a motor vehicle in the Commonwealth of Pennsylvania prior to appointment.
In the case of a foreign-born applicant, evidence satisfactory to
the Board shall be produced showing the person to be a naturalized
citizen.
In addition to meeting the qualifications fixed for each applicant
for a position in the Department of Public Safety, all applicants
for the position of Sergeant, or other positions of rank which shall
hereinafter be created, shall:
A. Have been continuously employed as a police officer with a Municipal
Police Department for at least five years as of the date of application.
The Board may additionally require the applicant to have served a
minimum period of service in the position immediately under the sought
after position.
B. Have satisfactorily completed their basic training program for police
officers and have graduated from a recognized police school or possess
a waiver for these requirements.
C. Have demonstrated an ability to carry out orders from superiors as
documented by immediate supervisors and the Chief of Police in written
evaluations.
D. Have a working knowledge of police science and administration as
ascertained by a promotional examination prescribed by the Personnel
Board.
E. Demonstrate an ability to deliver and supervise the work of subordinates.
F. Have received at least a grade of satisfactory on the latest service
rating, provided that an evaluation of the experience, training, general
background and such other records of performance of the applicant,
at the discretion of the Board, may be substituted for the service
rating.
Each applicant for any other position in the civil service shall
meet the requirements contained in the public announcement of examinations,
which shall include, but not be limited to, graduation from an accredited
high school or an equivalent education acceptable to the Board, experience,
additional education or training, age, character, physical condition
and such other qualifications as the City Manager may determine to
be appropriate for a particular position. In the case of a foreign-born
applicant, evidence satisfactory to the Board shall be produced showing
the person to be a naturalized citizen.
Applications for positions in the civil service may be received
at any time, during normal business hours, in the office of the City
Manager and by such other offices and officers as shall be designated.
The receipt of such applications shall be subject to the following
conditions:
A. All applications must be received by the close of business 30 calendar
days prior to the written examination date fixed in the public announcements
to be considered for such examination.
B. An application shall become invalid one year after the deadline per Subsection
A above.
The office of the City Manager shall review each application,
upon receipt, for the purpose of determining that such application
contains no errors or omissions. An application containing errors
or omissions may, at the discretion of the City Manager, be returned
to the applicant for correction. The City Manager shall date, number
and record, in the order of receipt, all acceptable applications,
which, once recorded, shall not be returned to the applicants, and
shall thereafter forward all applications received to the Board.
