The Council of the City of Clairton finds that it is in the
best interest of the Clairton residents to establish this chapter
in order to promote the general safety and welfare of the citizens
of this municipality.
From and after the effective date of this chapter, it shall
be unlawful for any person to be found loitering at the corners or
upon any public street or place, or in front of any store, shop, place
of business, in any shopping center, or in any indoor/outdoor moving-picture
place or indoor/outdoor theater, or at any bus stop, place of public
amusement, place of worship or school, without having any apparent
business or reason to do so, and after such person has been ordered
away from such place by any police officer or any other person who
has an interest in such place where the loitering occurs.
Upon the enactment of this chapter, it shall be unlawful for
any person to prowl about or loiter in any part of the City of Clairton
during the daytime or nighttime, under any suspicious occasion or
circumstances, which will or may produce apprehension, fear or harm
from any unwarranted prowling or loitering in any place, neighborhood
or site.
Any person violating the provision of this chapter shall, upon
conviction before any District Justice of the City, be liable to pay
a fine of not more than $300 and upon failure to pay such fine or
costs may be sentenced to a term of not more than 90 days' incarceration.
Loitering and prowling is prohibited in the City of Clairton
and will not be tolerated.
