Public participation at the management and caucus
meetings of the governing body of the Borough of Berlin shall be limited
to a maximum of 60 minutes.
Any member of the public wishing to address
the governing body during the public portion of the management or
caucus meetings of the governing body of the Borough of Berlin shall
be limited to no more than five minutes.
When deemed appropriate, the restrictions set
forth above may be waived by the governing body, in its sole discretion.
There shall be no restrictions on public participation
at the regular monthly meeting of the governing body.

The Borough of Berlin highly values the input of the citizens
in making important decisions that affect the residents of our community.
We also believe in the rights of citizens to observe Borough Council
meetings. To ensure that all of our citizens have the opportunity
to attend our Borough Council meetings and offer comment, and to ensure
that the Borough can conduct the important business of the municipality,
we ask that speakers follow the guidelines for making public comments.
A. Notation
of public comments on agenda items. The Mayor or Council President
will recognize those individuals in the audience who wish to make
comment.
B. Please
respect the following procedures:
(1) All members of the public attending the Council meetings must treat
each other and the members of the governing body with respect.
(2) State your full name and address.
(3) Please limit your comments to five minutes.
(4) If you desire, please submit your questions to the Mayor and Council
in writing with your name, address and telephone number where you
can be contacted. Your questions will be answered within a reasonable
time.
(5) Individuals offering citizen comment are not permitted to make personal
attacks on any Borough employee, governing body member, other testifier
or member of the public.
