The following streets are hereby designated as emergency snow
routes:

There is hereby created and there shall hereafter be a Snow
Emergency Committee. Said Committee shall be composed of the Mayor,
Chief of Police, and Street Superintendent.

When it shall be determined by the Mayor or Chief of Police
that a snow removal emergency exists, either of these two (2) members
of said Committee shall have the power to proclaim that an emergency
exists and fix the time when such emergency shall commence. As soon
as either of said Committee members shall proclaim said emergency
is in effect, he/she shall notify the other members of the Committee.
The Street Superintendent shall have the sole power to proclaim that
an emergency no longer exists and fix the time when such emergency
shall be terminated. Upon making this determination, the Street Superintendent
shall immediately notify the other members of said Committee.

An emergency will be proclaimed when two (2) inches of snow
has fallen and the public shall be given other reasonable notice through
the commercial news media.

When an emergency is so proclaimed under this Chapter, it shall be unlawful to park or leave parked any motor vehicle on or along any of the emergency snow routes listed in Section
390.010 above during the time in which such emergency is in effect.

Any person violating the provisions of this Section shall be
deemed guilty of an ordinance violation and, upon conviction thereof,
shall be fined not less than twenty five dollars ($25.00), nor more
than one hundred dollars ($100.00), and the Police Department is hereby
authorized to remove any motor vehicle parked or left parked in violation
of this Section at the expense of the owner of the vehicle.
