No person shall dump, bury or allow to accumulate any garbage,
ashes, rubbish, trash, debris, refuse, condemned or spoiled animal
or vegetable substances, swill or any offensive or putrescible material,
or other waste material of any kind, on any land or premises in the
Township, except as may be specifically authorized from time to time
by the Township, or in accordance with scheduled solid waste and recycling
pickup programs authorized in the Township. It shall be unlawful for
any person to discard or dump on any property, public or private,
or in any stream, river, lake or other body of water any solid waste,
including, but not limited to, vehicle or vehicle parts, tires, appliances,
furniture, construction waste or demolition waste, garbage, refuse
or any kind of solid waste without the express consent of the Township
or the property owner, as the case may be, and then only in a litter
receptacle or waste container designed and designated for the express
purpose of solid waste storage or disposal by the public. Nothing
contained herein shall prohibit composting not otherwise prohibited
by any federal, state, county or municipal law, rule or regulation
on private property with the consent of the owner of such private
property.

No person shall engage in the business of collecting or disposing
of or transporting any such substances or materials without first
having obtained a license therefor from the Health Office. The application
shall state the name and address of the applicant, the nature and
extent of the business proposed to be conducted, the manner of collecting,
transporting and disposing of the substances and materials and a description
of the vehicles to be used therefor.
All vehicles used in the collecting, transporting or disposing
of such materials or substances shall have a closed, watertight metal
body and shall at all times be maintained and operated in a cleanly
and sanitary manner. Such vehicles shall be kept closed at all times
except while actually being filled or emptied.
The owner, tenant, lessee and occupant of every house, store
or other building or of any part thereof or of any other premises
in the Township shall be obligated to place or cause to be placed
in a metal, watertight box or boxes, barrel or barrels or other receptacles,
which shall have a tight cover and be kept tightly closed at all times,
all coal or wood, ashes, plaster and all other household refuse and
decaying vegetable and animal substances upon his or their premises.
All such receptacles shall be kept in a place accessible for emptying
by licensed collectors and shall be maintained in sanitary condition.

All vehicles and receptacles mentioned in this article shall
be available for inspection by the Health Officer or his/her designee
at all reasonable hours.
