A. 
Unnecessary noise prohibited. It shall be unlawful for any person to operate a motor vehicle in such a manner which shall make or cause to be made any loud, disturbing, or unnecessary sounds or noises such as may tend to annoy or disturb another in or about any public or private area in the City of Fox Lake.
B. 
Unnecessary smoke prohibited. It shall be unlawful for any person to operate a motor vehicle in such a manner which shall make or cause to be made any smoke, gases, or odors which are disagreeable, foul, or otherwise offensive which may tend to annoy or disturb another in or about any public or private area in the City.
C. 
Unnecessary acceleration and display of power prohibited. It shall be unlawful for any person to operate any vehicle, including motorcycles, all-terrain vehicles and bicycles, in such a manner as to cause, by excessive and unnecessary acceleration, the tires of such vehicle or cycle to spin or emit loud noises or to unnecessarily throw stones or gravel, nor shall such driver cause to be made by excessive and unnecessary acceleration any loud noise as would disturb the peace.
D. 
Avoidance of traffic control device prohibited. It shall be unlawful for any person to operate a motor vehicle in such a manner as to leave the roadway and travel across private property to avoid an official traffic control device, sign, or signal.
E. 
Operation in restricted area prohibited. It shall be unlawful for any person to operate a motor vehicle in such a manner as to leave the roadway and park, stop, or travel upon or across any public or private property, parking lot, driveway, or business service area for any purpose except the official conduct of business located on said property without the consent of the owner or lessee of the property. This subsection shall specifically include, but not be limited to:
(1) 
Public park property;
(2) 
Cemetery properties;
(3) 
School District property;
(4) 
Medical facilities;
(5) 
Funeral homes;
(6) 
Service stations;
(7) 
Grocery stores;
(8) 
Restaurants;
(9) 
Financial institutions; and
(10) 
Other similar-type businesses with service driveways or drive-up or drive-through facilities.
F. 
Stopping and parking prohibited. It shall be unlawful for any person to stop or park a motor vehicle in any manner on any public or private property or parking lot contrary to a regulatory sign posted thereon which may permit parking by certain persons and limits, restricts, or prohibits parking as to other persons without the consent of the owner or lessee of the property. Any vehicle parked in violation of this subsection may be removed or towed by the property owner at the vehicle owner's expense.
G. 
Compression brakes. No person shall use compression brakes or operate a motor vehicle using brakes which are in any way activated or operated by the compression of the engine of any such motor vehicle or any unit or part thereof, unless such brakes are necessarily used in an emergency situation. The prohibition contained in this subsection shall not apply to fire, police, EMS and/or other emergency vehicles.[1]

A. 
Pedestrian obedience to traffic control devices and regulations.
(1) 
Obedience to traffic control devices. No person shall fail to obey the instructions of any uniform traffic control device when traveling as a pedestrian on any highway within the City of Fox Lake unless otherwise directed by a law enforcement officer.
(2) 
Crossing at crosswalks. No pedestrian shall cross at a crosswalk except on the right half thereof whenever practicable. Where sidewalks are provided, no pedestrian shall walk along and upon an adjacent roadway except when the sidewalk is visibly unsafe, obstructed or closed to public travel.
B. 
Prohibited pedestrian crossings. No pedestrian shall cross between adjacent intersections, unless such crossing is permitted by official traffic control devices.
No person shall operate or park any motor vehicle on any pedestrianway or sidewalk within the City of Fox Lake except maintenance vehicles.
Pursuant to § 349.215, Wis. Stats., those adult persons appointed by the Police Department to act as school crossing guards shall have the authority to stop vehicular traffic and to keep it stopped as long as necessary at their respective school crossings for the purpose of permitting school children to cross the street.
A. 
Driving over curbing prohibited. It shall be unlawful for any motor vehicle to be driven or backed over any curbing in the City of Fox Lake.
B. 
Driving over safety zones or islands prohibited. Whenever safety zones or safety islands are marked in accordance with the Wisconsin Manual on Uniform Traffic Control Devices, no operator of a vehicle shall at any time drive through or over a safety zone or safety island.[1]

A. 
No person, firm or corporation shall at any time place or allow to be placed upon the traveled portion of any street in the City of Fox Lake, Wisconsin, any snow, ice, debris, refuse or any objects or substances.
B. 
No vehicle shall be operated or moved on any street unless such vehicle is so constructed and leveled as to prevent its contents from dripping, sifting, leaking or otherwise escaping therefrom.
C. 
No vehicle shall be operated on any street in the City of Fox Lake which has mud or other substances which may become dislodged from its wheels, tracks or otherwise so that the same becomes distributed upon the streets.

A. 
Definition. "Low-speed vehicle" means a motor vehicle that conforms to the definition and requirements for low-speed vehicles as adopted in the federal motor vehicle safety standards for low-speed vehicles under 49 CFR 571.3(b) and 571.500. "Low-speed vehicle" does not include a golf cart.
B. 
Regulations. When operated on City streets, a low-speed vehicle must be:
(1) 
Titled and registered through the Department of Transportation (WisDOT), Division of Motor Vehicles (DMR).
(2) 
Operated by a licensed driver.
(3) 
Operated only on City streets which have a speed limit of 35 miles per hour or less.
(4) 
Operated in compliance with all rules of the road per Wisconsin Statutes and City ordinances.
C. 
Penalty. The penalty for violation of any provision of this section shall be a forfeiture and penalty assessment if required by § 757.05, Wis. Stats., a jail assessment if required by § 302.46(1), Wis. Stats., plus any applicable fees prescribed in Ch. 814, Wis. Stats. Except as otherwise provided in this chapter, the penalty for violation of this section shall be as provided in §§ 462-36 and 462-37.

A. 
Purpose. The purpose of this section is to establish routes and operation of golf carts within the City limits.
B. 
Definition. "Golf cart" is defined as a motorized vehicle with four wheels which is not designed to be operated at a speed of more than 25 miles per hour. Said golf cart is generally designed to carry two to four persons, including the driver.
C. 
Standard equipment regulations. Each golf cart shall be equipped with the following before operating on any City street: brakes, headlights, taillights, rear view mirror, slow moving vehicle sign, and a safety flag on a staff holder to put such flag at least eight feet above the road surface.
D. 
Proof of liability insurance. As part of the permit process, the owner of the golf cart must provide a certificate of insurance listing the company, policy term, and minimum limits of liability of $100,000 per person, $300,000 per accident and $5,000 medical before a permit will be issued.
E. 
Operational regulations. Each operator of a golf cart shall comply with the following:
(1) 
Each operator of a golf cart must have a valid driver's license.
(2) 
Operator shall display the City of Fox Lake sticker prominently on the left front fender.
(3) 
All riders must remain seated when the golf cart is in motion.
(4) 
The number of occupants shall comply with the seat belt regulations if said golf cart was originally equipped with seat belts.
(5) 
Golf carts may be operated on City streets between April 1 and November 1 of each calendar year and between 1/2 hour after sunrise and 1/2 hour prior to sunset.
(6) 
Golf carts may not be operated on City streets during inclement weather such as rain, snow, fog, or when visibility may be 500 feet or less.
(7) 
No golf cart shall exceed the posted speed limit.
(8) 
Golf carts shall operate in single file on the far right side of the roadway.
(9) 
No item can be towed by a golf cart.
(10) 
No operator/person shall leave or allow any golf cart owned or operated by him/her to remain unattended on any public street, highway or public property while the motor is running or with the starting key left in the ignition.
(11) 
Each golf cart shall be operated in compliance with the City motor vehicle ordinances and/or Wisconsin motor vehicle statutes.
(12) 
Golf carts shall only be operated on City streets which have a posted speed limit of 25 miles per hour or less.
F. 
Permits.
(1) 
The permit, notwithstanding the date of purchase, shall be valid only from April 1 to November 1 during the calendar year of purchase.
(2) 
Unless previously revoked within a one-year period, permits may be issued by the City Clerk to owners upon:
(a) 
Completion of an application form.
(b) 
Payment of a permit fee set by the Common Council.[1]

Proof of insurance.
(3) 
Owners may request a permit by mail upon submitting a completed application form, certificate of insurance, proof of a valid driver's license, and a permit fee to the City of Fox Lake.
(4) 
Golf carts must be inspected by the Chief of Police prior to the issuance of a permit.
G. 
Violations and penalties. Violation of this section is punishable by any of the following:
(1) 
Loss of operator's permit for one year.
(2) 
As provided in City ordinances.
(3) 
As provided in Wisconsin Statutes.
