All trash and garbage collected within the Town
of Phillipsburg and disposed of within the Town shall be disposed
of by the sanitary landfill method, in accordance with the standards
for the design, operation and maintenance of sanitary landfills in
the State Sanitary Code.
This article has been adopted under the provisions
of N.J.S.A. 40:66A-31.

A. Property
owners, other than those properties which fall under the New Jersey
Multiple-Family Dwelling Act and all commercial premises, are permitted
to place no more than four forty-five-gallon trash receptacles with
or without lids (wheeled receptacles permitted) curbside for weekly
garbage collection. Two-family and owner-occupied three-family units
can place four forty-five-gallon trash receptacles with or without
lids (wheeled receptacles permitted) out for collection per unit.
Each trash receptacle is prohibited from weighing more than 50 pounds.
Receptacles shall only be permitted along sidewalks or roadways on
no more than 24 hours in advance of collection day and must have the
lid (if applicable) securely fastened. No loose bags are permitted
on the sidewalks or alleyways for garbage collection unless containing
weeds and brush. Any premises which fall under the New Jersey Multiple-Family
Dwelling Act and all commercial premises must use a dumpster for garbage
disposal.
B. There shall
be no maximum gallon restriction for recycling receptacles, provided
that no receptacle shall weigh more than 50 pounds.

A. “Bedding”
means any mattress, box spring, foundation, or studio couch made in
whole or in part from new or secondhand fabric, filling material,
or other textile product or material and which can be used for sleeping
or reclining purposes.
B. Proper
disposal; recycling prohibited.
(1) No
person shall place, discard, or dispose of any furnishing, bedding,
clothing, or other materials infested with bedbugs on the public way
or in a refuse container or dumpster located in the public way, except
when a private hauling bulk pickup is scheduled for such material
and the material is totally enclosed in a plastic bag and clearly
labelled as being infested with bedbugs.
(2) No
furnishing, bedding, clothing, or other material infested with bedbugs
shall be recycled.
C. The Town
may issue a summons to any person who violates this section. Within
24 hours of receiving the summons, such person shall properly dispose
of the infested material.
D. Any person who violates this §
530-4 shall be fined $500 for the initial offense and $100 a day for each day thereafter that the violation continues. Each day that a violation continues shall constitute a separate and distinct offense to which a separate fine shall apply.
