The owner, occupant or person in charge of each property located within the City shall, as soon as practicable, and within 24 hours after the cessation of any storm depositing snow on the sidewalk abutting the property, clear the snow from the entire width of the sidewalk.
When ice has formed upon any such sidewalk through melting and refreezing or for any other reason, the owner, occupant, or person in charge of each property abutting such sidewalk shall keep the same sprinkled with ashes, sawdust, sand or salt in such a way as to prevent the sidewalk from being slippery or creating a hazard.
If under §§ 573-23 and 573-24 of this article the sidewalks are not kept clear of snow, or if any ice forming on the sidewalks is not treated to minimize slip hazards, the City may treat the ice or clear the snow from the sidewalk and the property owner may be charged for the costs associated with such work performed by the City.
If the property owner fails to pay or cause to be paid such charges, the charges shall be placed on the tax roll pursuant to Wis. Stats. § 66.0627.
A. 
Whenever a principal structure is located on the property abutting such sidewalk that has not been cleared of snow or that has not had ice properly treated to minimize slip hazards, as required under § 573-23 or 573-24 of this article, a courtesy notice may be affixed to the main entrance of such principal structure notifying the owner or occupant that the City will be removing the snow or treating the ice if, within 12 hours after the issuance of such notice, the owner or occupant has still failed to cause the sidewalks to be cleared of snow or has still failed to treat the ice to minimize slip hazards.
B. 
Failure by the owner or occupant to receive the courtesy notice prior to the performance of the work shall not be deemed an adequate reason for the property owner to avoid paying any charges incurred as a result of the City performing the work.
Nothing in this section shall prevent the City from maintaining an action to enforce §§ 573-23 and 573-24 by issuing a citation, subjecting the property owner to the penalty as provided in § 1-19 of this Code, or by abating a public nuisance under § 479-1 of this Code.
