The City of Lake Mills, Jefferson County, Wisconsin, is organized and operated under the City Manager system of government, Chapter 64, Wisconsin Statutes. (Charter Ord. 11-10-1953)
The elected officials of the City shall be two Council members elected from each of the City's Council Districts, one Council member elected at large, and a Municipal Judge. (Charter Ord. 1132, 9-2-2014)
A. 
The City Manager shall be appointed by the City Council in accordance with § 64.09, Wis. Stats.
B. 
The following officials shall be appointed by the City Manager subject to confirmation of the Council. These officials shall be appointed to indefinite terms and are removable for cause by a 3/4 vote of the Council after a hearing:

C. 
The City Manager may create minor administrative offices and positions, and the City Manager may appoint persons to carry out the duties of such minor offices and the City Manager may remove these officials at pleasure whenever their performance is unsatisfactory to the City Manager.
D. 
The City Manager shall appoint all heads of all departments, all subordinate City officials (unless Subsection E applies), and all City employees. Such appointments shall only be subject to confirmation by the Council, if such positions are enumerated in Subsection B of this section. Unless confirmed by the Council, these persons are subject to removal, suspension, or dismissal by the City Manager.
E. 
Appointments of members of boards and commissions, unless otherwise prohibited by law, shall be by the Council President, subject to confirmation of the Council. Appointments of members of the Board of Police and Fire Commissioners and the Housing Authority shall be made by the City Manager. Removal or suspension of officials appointed in this subsection shall be subject to the provisions of § 17.12, Wis. Stats.
F. 
The Library Director shall be appointed by the Library Board, subject to confirmation of the Council.
G. 
The Board of Police and Fire Commissioners shall appoint the Chiefs of the Police and Fire Departments. Appointments of police officers and firefighters shall be by the Chiefs of the Departments, subject to approval by the Board of Police and Fire Commissioners. Removal and suspension of Police and Fire Department personnel shall be by the Board of Police and Fire Commissioners in accordance with § 62.13, Wis. Stats.

Requirements under the Code of Ethics and Statements of Interests are set forth in Chapter 71, Ethics, of this Code. In addition, all City officials, whether appointed or elected, are subject to other laws and their oaths of office. Explanations of duties and requirements of public office may be found by consulting the Wisconsin State Statutes, including but not limited to Ch. 19, General Duties of Public Officials, and §§ 946.10 through 946.18, Crimes Against Government and Its Administration; the City Council Orientation Manual, the Board and Committee Handbook, and the Handbook for Wisconsin Municipal Officials, which is published by the League of Wisconsin Municipalities. Appointment or election to public office carries duties and responsibilities about which each official needs to be aware, in addition to the power and authority conferred by the office to which the official is appointed or elected. The City Attorney may be consulted for information and training upon request.
