If any provision of this bylaw or the application of any such
provision to any person or circumstance shall be held invalid, the
remainder of this bylaw, to the extent it can be given effect, or
the application of those provisions to the persons or circumstances
other than those to which it is held invalid, shall not be affected
thereby, and to this end the provisions of this bylaw are severable.
