A. 
The following rules and regulations shall be in force at all parks in the Village of Manchester:
(1) 
Village parks shall be open during the following hours: 6:00 a.m. to 9:00 p.m. The Village Board may, by express authorization, extend said hours.

(2) 
Reservations for the use of the pavilion, ballfield and picnic areas must be made in writing to the Village Board at least three weeks in advance of the requested reservation date. The Board will confirm or deny reservations in writing.
(3) 
The key for the pavilion must be obtained at the convenience of the Village Clerk.
(4) 
Any damage must be reported to the Board of Trustees, and those persons or groups of persons responsible for the damage shall be liable for the replacement and/or repair cost of damaged facilities.
(5) 
Arrangements must be made in advance for personnel necessary for a particular activity, such as but not limited to fire apparatus, ambulance, emergency medical service personnel and police.
(6) 
The Village Board or Village Clerk may condition use of any Village parks or facilities upon compliance with Chapter 110 of the Code of the Village of Manchester pertaining to the prohibition of alcoholic beverages on public property in the Village.
(7) 
Individuals or groups permitted to use the park are responsible for all cleanup at the end of each day. All trash and litter must be collected and disposed of in the proper manner.
(8) 
No motorcycles, snowmobiles, minibikes, cars, trucks or any other vehicles, conveyances or devices of similar character may be operated on grassy areas of Village parks unless specifically authorized by the Village Board or Village Clerk. Parking shall be permitted in designated areas only.
(9) 
No animals shall be permitted at any time in the Village parks.
(10) 
Basketball courts, tennis courts and other sports facilities are limited to availability and shall not be used for more than one continuous hour if other persons are waiting. Common courtesy is expected.
(11) 
Provided that the time limits specified in Subsection A(10) are not being abused, persons waiting to use sports facilities at Village parks shall be courteous, shall wait their turn and shall not obstruct or interfere with the free use of such facilities by others.
(12) 
The Village Board and Village Clerk reserve the right to authorize use of Village parks for tournaments sponsored by Village teams only. Should any team seeking to sponsor a tournament not, in the opinion of the Village Board, be comprised predominantly of Manchester Village residents, the request to use the park for such tournament may be denied.

(13) 
Persons utilizing Village parks or facilities located in Village parks shall obtain and maintain adequate and appropriate liability insurance for all purposes.
B. 
Park rules may be revised by the Village Board by resolution rather than by local law.
The Village of Manchester shall not be responsible for injury to persons or damage to property not caused by the negligent acts or omissions of the Village of Manchester.
Any person committing offenses against any provision of this chapter shall, upon conviction thereof, be punishable as provided in Chapter 1, General Provisions, Article I, General Penalty, of the Code of the Village of Manchester.

This chapter shall be entitled "Gateway Trail" Code of the Village of Manchester, Chapter 206, Article II, of said Code.
A. 
The Gateway Trail is a pedestrian/bicycle pathway encompassing 1.5 miles that generally follows along the Canandaigua Outlet from NYS Route 96 in the Village of Manchester to Water Street in the Town of Manchester. The trail also connects some open spaces within the Land Conservation District.
B. 
The trail was constructed for the enjoyment of the residents and visitors to the Village.
As used in this chapter, the following terms shall have the meaning indicated unless otherwise stated:
FIREWORKS
Any combustible or explosive composition or any substance or combination of substances or articles prepared for the purpose of producing a visible or audible effect by combustion, explosion, deflagration or detonation.

HANDICAP MOBILITY VEHICLE
Motorized vehicle powered by battery. Vehicle used only by people with disabilities. Individuals with a disability and that have been issued a NYS Department of Motor Vehicles parking permit/license plate from their municipality may be eligible.
MOTORIZED VEHICLES
Motorized vehicles shall include but not be limited to cars, trucks, vans, SUVs, ATVs, motorcycles, motorized scooters, minibikes, dirt bikes, golf carts and snowmobiles.
NATURAL FEATURES
Trees, shrubs, floral plants and rock formations.
OPEN FIRES
Any fires not contained in a permanent installed outdoor grill or portable carry in grills in the designated areas.
WEAPONS
Deadly or dangerous weapons are as defined in § 265.00 of New York State Penal Law.
A. 
The following rules and regulations shall be in force along the trail at all times in the Village of Manchester;
(1) 
The trail shall be open all year round from dawn to dusk. The Village Board may modify hours at their discretion.
(2) 
Unauthorized motor vehicles are not permitted.
(3) 
Skateboarding and motorized scooters are not permitted.
(4) 
Horses are not permitted on the trail. Pets are welcome on the trail as long as they are leashed and the owner has complete control of the animal. Owner is responsible to clean up after their pet and dispose of waste properly.
(5) 
Bicycling, jogging, walking, cross country skiing, snowshoeing, kayaking, canoeing and fishing are permitted. Picnicking is also permitted but only at designated locations, as marked. Fires are only permitted in outdoor grills provided or portable carry in grills in the designated areas; no open fires are permitted.
(6) 
Hunting of any kind or target practice is not permitted. The use of firearms, cross bows and any weapons used for any purpose is prohibited.
(7) 
Parking is only permitted in designated areas.
(8) 
Alcoholic beverages and illegal drugs are prohibited.
(9) 
No glass containers are permitted.
(10) 
Graffiti on any area of the trail including trail signs is prohibited. Natural features are not to be disturbed.
(11) 
All users of the trail are not to trespass on private property that may be adjacent to the trail.
(12) 
All trash and litter must be collected and disposed of in a proper manner.
(13) 
All users of the trail shall conduct themselves in a proper manner and shall not: endanger the life, limb or property of other visitors; be suggestive of immoral acts; be offensive or injurious to others or use indecent language.
(14) 
Use of fireworks of any kind is prohibited.
(15) 
Selling or offering for sale any merchandise, article or any item whatsoever is not permitted unless prior permission is granted by the Village Board for a sanctioned event.
B. 
Trail rules and regulations rules may be revised by Village Board resolution rather than by local law.

The Village of Manchester will maintain the trail.
The trail is for the enjoyment of all who utilize it. It is important to the community that all rules and regulations are observed.
A. 
Any person committing offenses against any provision of this chapter and convicted shall be assessed a fine. Fines shall be a minimum of $100 up to a maximum of $500.
B. 
Each violation of any of the items listed in the rules and regulations shall be considered an offense. Multiple offenses may be cited on the same occasion.
C. 
These penalties will be in addition to any other violations and associated penalties appearing in other sections of the Village Code, as well as county, state and federal laws.
The Village Board may from time to time amend, supplement, change, modify and repeal this chapter pursuant to the provisions of the Village Law and General Municipal Law applicable there to and other pertinent New York State Laws.
