The Borough of Mount Ephraim hereby adopts the current Manual
on Uniform Traffic Control Devices ("M.U.T.C.D."), except as supplemented
and amended, as it controls and regulates the construction or maintenance
operations of utility work that obstructs the normal flow of traffic.
Any person, contractor, or utility who fails to comply with the provisions
of M.U.T.C.D. while performing such work shall be in violation of
this section.
Road closing and/or traffic detours shall not be permitted unless
approved in advance by the Mount Ephraim Police Department. Any redirection,
movement, shifting and/or detouring of traffic, whether pedestrian
or vehicle, must be approved by the Mount Ephraim Police Department
prior thereto.
Traffic directors shall be posted at all construction or maintenance
sites when determined by the Mount Ephraim Police Department that
same is necessary to provide for the safe and expeditious movement
of traffic. The officer in charge of the Mount Ephraim Police Department
shall be vested with the authority to determine whether police traffic
control is required or whether civilian flaggers are adequate.
The Mount Ephraim Police Department shall have the authority to stop work, including the removal of equipment and vehicles, stored material within the street right-of-way, back filling of open excavations and/or other related work, in order to abate any nuisance and/or safety hazard or for any violation of any section of this Article
XIII or any other applicable provision of the Code of the Borough of Mt. Ephraim.

Any person, firm, contractor or public or private utility who violates any provision of this Article
XIII shall, upon conviction thereof, be subject to the penalty provisions contained in Chapter
305, Penalties.
