The aforementioned recitals are incorporated herein as fully
set forth herein.
All other ordinances and parts of ordinances in conflict or
inconsistent with this chapter are hereby repealed, but only to the
extent of such conflict or inconsistency.
This chapter shall take effect after the final passage and on
the expiration of 20 days following publication, unless otherwise
provided by resolution by this City Council.
