A.
Public hydrants are those hydrants in the Village not connected to service connection pipes of a consumer. Public hydrants shall not be opened, no water shall be drawn therefrom, and said hydrants shall not be disturbed in any way except by the Superintendent. Exception is further made that the Chief of the Fire Department of the Village of Dansville and members of said Fire Department are authorized to use said hydrants, but only for the purpose of extinguishing fires, cleaning Department equipment and making tests of the operation of the engine and hose equipment of said Department. All such use by the Fire Department shall be under the direct supervision and direction of the Chief or one of the Assistant Chiefs of said Department.
B.
Whenever a hydrant has been opened, used, or is noticed to be inoperable or insufficient; notification shall be promptly given to the Superintendent.
A.
Private hydrants are those hydrants in the Village connected to service connection pipes of a consumer. The owners of real property supplied by water by service connection pipes to which a private hydrant is connected are completely responsible for the installation, repair, and maintenance of said private hydrant(s). All such private hydrants must be connected to the main by minimum six-inch service connection pipes. No private hydrant shall be used for any purpose except fire protection unless it is first metered. It shall be the responsibility of both the owners of the real property and the consumers thereon to insure that unmetered private hydrants are used solely for the use of fire protection. If such unmetered private hydrant is used for other than fire protection, in addition to liability for water rents with interest, charges and penalties thereon, the owners of and consumers on said real property, as well as the actual persons who have used said hydrant in violation thereof, will be in violation of this section and subject to the penalties set forth in this chapter. In addition, the Superintendent, upon any such violation, shall shut off all water to such real property until all rents, interest charges, penalties and fines are paid.
B.
A private hydrant agreement may be required by the Village if deemed necessary by the Village. Such agreement shall include stipulations for operation of the hydrant(s), maintenance of the hydrant(s), flushing of the hydrant(s), and other restrictions or conditions of use that may or may not affect the operation of the Village water supply.
C.
Any use of a private hydrant shall be reported immediately to the Superintendent. Use of a private hydrant for that other than fire protection shall require prior notification to the Superintendent (minimum 48 hours' notice) and shall incorporate the use of a water meter if deemed necessary by the Superintendent. Maintenance flushing of private hydrants shall be coordinated with the Superintendent and shall be properly synchronized with the flushing program of the Village.
"Sprinkler systems" are defined as piping systems containing water in buildings which are designed to automatically suppress fires therein, and which pipes are intended to be used and are in fact used solely for the suppression of fires in said buildings. No connections whatsoever shall be made with such sprinkler systems for the supply of water for any other purpose. All persons making such illegal connections as well as the owners of real property involved shall be liable to punishment as set forth herein for a violation hereof, as well as for water rents with interest, charges and penalties incurred by said illegal connection. In addition, the Superintendent, upon any such violation, shall shut off all water to such real property until all rents, interests, charges, fines and penalties are paid, and the illegal connections are remedied.
