"Sprinkler systems" are defined as piping systems containing
water in buildings which are designed to automatically suppress fires
therein, and which pipes are intended to be used and are in fact used
solely for the suppression of fires in said buildings. No connections
whatsoever shall be made with such sprinkler systems for the supply
of water for any other purpose. All persons making such illegal connections
as well as the owners of real property involved shall be liable to
punishment as set forth herein for a violation hereof, as well as
for water rents with interest, charges and penalties incurred by said
illegal connection. In addition, the Superintendent, upon any such
violation, shall shut off all water to such real property until all
rents, interests, charges, fines and penalties are paid, and the illegal
connections are remedied.
