No new street shall be dedicated and accepted for dedication
by the Town Council of the Town of Carrollton, Missouri, unless said
streets comply with the following specifications and guidelines.
A. Streets. No street shall have a right-of-way of less than fifty (50)
feet. The street itself measuring no less than thirty-two (32) feet
as measured from the inside of finished curb or curb and gutter, respectfully.
B. Curbs. All curbs shall be of either upright curbs or curb and gutter
finish.

All upright curbs shall contain sixteen (16) inches underground
with eight (8) inches finished surface above finished street surface.
Finished curbs shall be six (6) inches in finished width. Curb shall
contain two (2) each — three-eights (3/8) inches rebar placed
at six (6) and eighteen (18) inches from top surface of curbing.

All curb and gutters shall measure on the backside twelve (12)
inches and on the inside depth shall be no less than six (6) inches
from finished street surface. The width shall be no less than twenty-four
(24) inches and the curb section shall be no less than six (6) inches
in width. Curb shall contain two (2) each — three-eights (3/8)
inches rebar placed at three (3) and six (6) inches from top surface
of curbing.

All curbs shall contain driveway cuts as per the direction of
the Carrollton Town Works Director
or his/her designated representative and shall meet all local regulations
as set forth by the City Works Department, Street Division.
C. Surface Of Streets. Residential streets shall be laid with no less
than six (6) inches roll stone base with four (4) inches of asphalt
cover or, in the alternative, two (2) inches of roll stone base with
six (6) inches of concrete. Concrete must measure with the specifications
of being at least six (6) bag mix per cubic yard or to comply with
three thousand (3,000) PSI test with highway matting as per Missouri
Department of Transportation specifications. Driveways and all entrances
must meet the requirements established by the Carrollton City Works
Department, Street Division. Commercial and/or industrial streets
shall be laid with no less than four (4) inches of roll stone base
with eight (8) inches of Class B mix concrete with highway matting
as per Missouri Department of Transportation specifications. Concrete
must measure with the specifications of being at least eight (8) bag
mix per cubic yard or to comply with four thousand (4,000) PSI test.
All streets, residential or commercial/industrial, shall have a two
percent (2%) slope from center of street to outer edge. All streets,
residential or commercial/industrial, shall contain three (3) perforated
drains located at each curb seam and centerline of roadway placed
between roll stone base and asphalt or concrete. Drains shall run
with streets/roadway layout. All utilities shall be installed before
laying of street surface.
D. Utilities. All utilities (water, sewer, electric, telephone, etc.) shall be in the edge of the right-of-way, marked and capped along both sides of street. Street lights and fire plugs shall be provided and installed by owners, developers, or contractors to meet all Federal, State, County, and local regulations/specifications as set forth by Carrollton Municipal Utilities pursuant to Chapter
715, Article
I, of the Town of Carrollton Code. Prior to street acceptance, a detailed as-built map showing all utility locations must be presented to and approved by the City Works Department Director and the Carrollton Municipal Utilities Superintendent. All utilities shall meet all Federal, State, County and local specifications.
E. Dead-End Streets. All dead-end streets shall terminate in a circular
turnaround having a minimum paved right-of-way diameter of one hundred
(100) feet.

No new sewer shall be dedicated and accepted for dedication
by the Town Council of the Town of Carrollton, Missouri, unless said
sewers comply with the following specifications and guidelines.
A. Sewer Specifications. No sewer mains shall be laid of less than eight
(8) inches in diameter. Sewers shall be of such composition of steel
pipe or plastic pipe rated for sewer usage. All sewers shall meet
all Federal, State, County, and local regulations. Before construction
shall begin, the City Works Director shall be provided with Missouri
Department of Natural Resources' approved plans for said sewer.
All phases of construction shall be inspected by the City Works Director
or his/her designated representative. As-built plans shall be provided
to the Director before acceptance and dedication of said sewers.
B. Manholes. Sewer manholes shall be of precast concrete composition.
Manholes shall be placed at no more than three hundred fifty (350)
feet intervals and a manhole shall be placed at each change of elevation,
at each turn, and at each dead-end. Manholes and manhole placement
must meet all Federal, State, and local regulations. Prior to construction,
the City Works Director shall be provided with D.N.R. approved plans
showing elevations and placement of all manholes. All phases of construction
shall be inspected by the City Works Director or his/her designated
representative. As-built plans shall be provided to the Director before
acceptance for dedication of said manholes or acceptance for dedication
of applicable sewers.

It shall be the responsibility of the owners, developers, and/or
contractors to insure compliance and inspection by the City Works
Director or his/her designated representative with or without a Missouri
Department of Natural Resources representative prior to proposed acceptance.
All phases of construction, repair, or replacement of streets and/or
sewers shall be inspected by the City Works Director or his/her designated
representative.
