It shall be unlawful for any person, firm or corporation to
engage in any business or occupation in the City of Velda Village
Hills without having first applied for and obtained a license to conduct
such business or occupation from the City Clerk and without paying
the license fee therefor, all as provided for in this Chapter.

A. Application.
1.
Any person, firm or corporation desiring to engage in business
in Velda Village Hills shall submit a written application for a business
license with the City Clerk of Velda Village Hills designating the
names and addresses of the owner(s) and/or operator(s) of the business,
the nature of the business to be conducted and the hours of operation.
2.
Each application shall be accompanied by the license fee as set out in Section
605.030 of this Chapter.
B. Grounds For Denial. A license for the operation of any business shall
be issued by the Board of Aldermen unless it finds that:

The applicant has made an intentional misstatement of fact in
the application.
2.
The applicant does not come within the provisions of the ordinances
of Velda Village Hills.
3.
There was a failure to pay the application fee.
C. Notification. Each applicant for a license under this Section shall
be notified by mail of the issuance or non-issuance of a license by
the Board of Aldermen.
D. Term. All licenses issued pursuant to this Section shall be for a
term of one (1) year ending the 31st day of December of each year.
Licenses issued after July 1 shall be prorated for one-half (1/2)
the annual fee.
E. Display. Each license issued pursuant to this Section shall be displayed
in a conspicuous location in the place of business authorized by such
license.
F. Renewal. Each licensee pursuant to this provision shall annually apply for renewal of its business license. An application for renewal shall be accompanied by the license fee as set out in Section
605.030 of this Chapter.

Renewal applications shall contain the name, address and license
number issued to said licensee and shall indicate any changes in the
information furnished to the Board of Aldermen at the time of the
original application.
2.
A penalty of five dollars ($5.00) shall be assessed on all applications
for renewal filed subsequent to January 2 of each year.
G. Revocation. The Board of Aldermen, after notice to the licensee and
a public hearing, may suspend or revoke the license of a business
for:
1.
Violation of any State Statute or ordinance of Velda Village
Hills.
2.
Failure to renew business license.
3.
Permitting conduct on the licensed premises which constitutes
a danger to the health, welfare or safety of the residents of Velda
Village Hills.

All applications for the licenses required herein shall be made
to the City Clerk on appropriate forms provided for that purpose by
the City. All licenses issued by the City Clerk shall be in such form
as is provided by the Board of Aldermen; provided, however, that such
license shall bear the signature of the Mayor and the City Clerk,
the date of issuance thereof and the date of expiration, as well as
any additional information that may be required by the Board of Aldermen.

No license issued under the provisions of this Chapter shall
be assignable or transferable but shall apply only to the person to
whom same is issued. In the event any licensee, as provided for herein,
shall move his/her place of business from one location to another
location within the City, said licensee shall submit a statement of
the fact of such change to the City Clerk who may transfer such license
as to location only. In no event, however, shall such license be transferred
from one person to another or from the kind of business or occupation
originally licensed to another type of business or occupation.

The term of the licenses issued pursuant to the provisions of
this Chapter shall be from January 1 to December 31 of the same year.
In the event any licensee hereunder shall commence business on or
after July 1, the City Clerk shall issue such license at the rate
of one-half (1/2) of the license fee for such six-month period of
July 1 to December 31 or fraction thereof.

All applications for renewal of a license provided for herein
shall be filed no later than January 1 of each year.

Each license issued by the City under the provisions of this
Chapter shall be carefully preserved and shall be displayed in a conspicuous
place in the place of business authorized to be conducted by said
license. If there is no place of business, said license shall be carried
on the licensee's person.
