There is hereby created the Milford Borough Recreation and Parks
Commission with the power to provide and conduct recreational activities
and maintain public facilities for same within the Borough.
The Commission shall consist of five members who shall be appointed
by the Council for terms of three years and shall serve until their
successors are appointed. Initially, the terms shall be structured
so that they expire one at the end of the first year and then two
for each of the next two years. Vacancies shall be filled for the
expiration of the term. All members shall serve without compensation.
No plan, program, budget, schedule, rule, regulation or other
action of the Commission shall be effective until and unless it shall
have received the prior approval of the Council.
The funds appropriated by the Council of the Borough and budgeted
to the Recreation and Parks Commission shall be disbursed by the Borough
Treasurer upon vouchers issued by the Recreation and Parks Commission
and within the approved budget. Funds received by the Commission from
other sources shall be deposited with the Borough Treasurer and shall
be disbursed in accordance with the approved budget or, in the case
of gifts, in accordance with the terms of the gift.
The Commission shall submit an annual report of its operations
to the Council for the preceding year by March 1 of the following
year.
