All applicants shall submit applications to the Borough Secretary for review by the Review Officer.
The Secretary shall, upon request, issue application forms, ordinances and other official Borough forms to applicants.
Where applicable, projects that require multiple permits shall submit applications in the following order:
A. 
Sewage.
B. 
State permits (Labor and Industry, Department of Agriculture, DEP, etc.).
C. 
Lot improvement applications (i.e., lot consolidation).
D. 
Land development.
E. 
Zoning.
(1) 
Variance or other Zoning Hearing Board matters.
(2) 
Conditional use or permitted use applications.
F. 
HARB (informal review may take place at the discretion of the HARB at any time).
G. 
Building code.
Land development applications and zoning applications for the same project shall be processed concurrently.
The approval of applications shall occur in the order set forth in § 122-3 unless the applicant for good cause shown is granted leave by the Council to proceed on another manner.
Applications for the next permit for a multiple-permit project may not be filed until the previous stage has been completed and the appropriate permits or approvals have been issued for that previous application.
In the event that a DEP-approved sewage soil module is required for a project, the applicant may request that the Borough and the applicant agree to an alternative procedure for application review and approval.

No excavations for any building purpose shall be made, nor shall any building or structure of any kind be erected, altered, improved or moved, unless it shall have been previously approved by the Secretary of the Borough Council and a building permit issued certifying that plans and specifications therefor have been filed with the said Secretary for the same, and that the same comply with the terms of this article.
