The office of Finance Director of the City is hereby created
and established, and it shall be the duty of the Mayor subject to
the concurrence of the City Council to select a competent and suitable
person, qualified as the law requires, to fill and hold such office.
The position shall provide professional accounting management to the
City's financial operations. The position shall initiate accounting
guidelines, controls, procedures and practices to all departments
and activities of the City's business. The position shall be
under the direction of the Mayor and shall perform in accordance with
accepted and established accounting practices and conform to applicable
city ordinances.

The term of office of the Finance Director shall be at the pleasure
of the Mayor, subject to the concurrence of the City Council.

No person shall be selected Finance Director who at the time
of such selection is in arrears for any unpaid city taxes, or forfeiture
of defalcation in office. A bond of one hundred thousand dollars ($100,000.00)
shall be filed with the premium paid by the City.

The salary of the Finance Director shall be the only compensation
the Finance Director shall receive.

The Finance Director shall be and is hereby prohibited from
using, either directly or indirectly, for his own benefit or that
of any other person, any money or other obligations of the City for
safe custody or keeping, and any violations of this provision shall
be deemed an ordinance violation.

The Mayor shall have the power, subject to approval of a majority
of the Council, to designate the City Clerk to perform certain duties
of the Finance Director in the event of absence or illness.
