It is the policy of the City of Rahway that maximum participation by the public should at all times be encouraged. In order to permit the public to attend meetings which are open to the public in accordance with the terms of the Open Public Meetings Act, the City Council has determined that no such meetings should begin at a time which would limit public participation due to its starting time.
No commission, board, authority or other body established by ordinance of the City of Rahway and subject to the provisions of the Open Public Meetings Act shall conduct any meeting which is scheduled to start prior to 6:30 p.m., Monday through Friday, except as otherwise provided in § 5-76 of this article.
A. 
Any body covered by the terms of this article may, in the case of an emergency, conduct a meeting which begins prior to 6:30 p.m., Monday through Friday.
B. 
For the purpose of this article, an "emergency" shall be deemed to be that circumstance in which the public body is required to meet to fulfill a statutory requirement of that body and would be unable to otherwise obtain a quorum of said public body after 6:30 p.m. in sufficient time to satisfy its statutory obligations.
