It shall be unlawful within the city for any person not directly involved
in a labor dispute, strike or lockout to recruit any person or persons for
employment or to secure or offer to secure for any person or persons any employment,
when the purpose of such recruiting, securing or offering to secure employment
is to have such persons take the place in employment of employees in an industry
where a labor dispute, strike or lockout exists.
No person who customarily or repeatedly offers himself for employment
in place of an employee involved in a labor dispute shall take or offer to
take the place in employment of any employee involved in a labor dispute.
Any person who violates any provision of this chapter shall, upon conviction
thereof, be punished by a fine not exceeding $500 or by imprisonment for a
term not exceeding 90 days, or both.
