The following words and phrases, when used in this Article,
shall have meanings respectively ascribed to them:
SLEEPING AREA
The area of the unit in which the bedrooms or sleeping rooms
are located. Bedrooms or sleeping rooms separated by another use area
such as a kitchen or living room are separate sleeping areas, but
bedrooms or sleeping rooms separated by a bathroom are not separate
sleeping areas.
SMOKE DETECTOR
A device which detects particles or products of combustion
other than heat.

Any building which is used for sleeping or lodging purposes
is subject to the rules and regulations contained in this Article
and includes but is not limited by reason of enumeration to the following:
a building all or part of which contains dwelling units, including
single-family dwellings, two-family dwellings and multiple-family
dwellings, hotels and motels, mobile homes, nursing homes and convalescent
homes, licensed halfway houses, licensed rooming houses, hospitals
or any building which has three (3) or more stories above ground level.

A. It shall be unlawful for any person to let a building to
another for occupancy, occupy a newly constructed building or sell
an existing building which does not have installed and in operating
condition a smoke detector on each level of the building.
B. In buildings defined in Section
203.390 where a common hallway is used, smoke detectors shall be spaced not more than twenty-five (25) feet apart in such hallway, in addition to basement and stairway installation as referred to in Subsection
(A). Hallway, stairway and basement detectors shall be installed as part of an interconnected system. Each required smoke detector shall be mounted on the ceiling, or a wall not more than twelve (12) inches from the ceiling, at a point centrally located in a corridor or area giving access to rooms used for sleeping purposes. In an efficiency dwelling unit, the detector shall be centrally located on the ceiling of the main rooms. Where sleeping rooms are on an upper level, the detector shall be placed at the center of the ceiling directly above the stairway. Care should be exercised to ensure that the installation will not interfere with the operating characteristics of the detector. When activated, the detector shall provide an audible alarm in the dwelling unit. Smoke detectors with DC power supply only are permitted, as are detectors with AC power supply backed up by a secondary supply which is DC. An AC-powered unit is not permitted for residential-type occupancies. Where AC-DC combination units are used, it is required that all AC lines be wired directly to the building's power supply. All DC-powered detectors shall have built-in protection to warn of battery failure.

A smoke detector required under this Article shall be approved
by Underwriters' Laboratory, Inc., or other comparable testing
firm. As an alternative to a smoke detector, a fire detection system
may be installed. No fire detection system shall be installed unless
a permit is issued therefor by the Fire Chief.

It shall be the responsibility of the occupants of each dwelling
unit and structure covered by this Article to maintain all smoke and
heat detectors in good working order. This requirement applies to
smoke and heat detectors required to be installed by any state or
federal law as well as smoke and heat detectors required to be installed
by this Article, unless otherwise required by State or Federal law.

A. The Fire Chief, Building Official or their designated representative
shall inspect all residential buildings and may issue orders as may
be necessary to ensure compliance with this Article. The Fire Department
can be contacted for recommendations when an owner is concerned about
installation and number of detectors.
B. Inspection of new construction will be carried out by the
Building Official on his final inspection.
