There is hereby created a Board of Examiners of Electricians
for the City, consisting of four (4) members, one of which shall be
the Electrical Inspector. A second member shall be the Superintendent
of the Municipal Electrical Department, who shall be ex officio Chairman
of the Board. The third and fourth members shall be Class I electricians
licensed by the City. The third and fourth members shall be appointed
by the Mayor with the approval of the Council and, when so appointed,
shall serve until the first regular meeting of the Council after the
general City election in April. Appointments shall be for a term of
two (2) years; the third and fourth members of the Board shall have
at least six (6) years' practical experience as electricians
and shall be actually engaged in or working at, the electrical business
at the time of such appointment.

A. It shall be the duty of the Board of Examiners, as created by Section
500.220, to examine all applicants for certificate of competency in the grade or grades, specified in the application, as to their knowledge of, and ability to perform the duties and services of the grade for which the application is made. The results of such examinations will be certified to the Building Official, or his/her duly authorized representative, where the certified results will become a permanent record. When, as a result of aforesaid examinations, the Board of Examiners is satisfied as to the competence and ability of the applicant, it shall authorize the Building Official or his/her duly authorized representative to issue a certificate of competency to the applicant.
B. The Board of Examiners shall adopt rules in accordance with the provisions
of this Division. Meetings of the Board shall be held at the call
of the Chairman and at such times as the Board may determine. Such
Chairman, or in his/her absence, the Acting Chairman, may administer
oaths and compel the attendance of witnesses. All meetings of this
Board shall be open to the public. The Board shall keep minutes of
its proceedings, showing the vote of each member on each matter presented
or if absent or failing to vote, indicate such, and shall keep records
of its examinations and all other official actions, all of which shall
be properly filed in the office of the Board, and become a public
record. All testimony, objections thereto and rulings thereon shall
be taken down by a qualified person employed by the Board for such
purpose.
C. The Board of Examiners shall have the power to hear and decide appeals
where it is alleged injustice, or an error in any order, requirement,
decision or determination was made by an administrative official in
the enforcement of this Division. The Board shall fix a reasonable
time for the hearing of an appeal, give public notice thereof, as
well as due notice to the parties in interest, and decide the same
in a reasonable time. Upon the hearing, any party may appear in person
or by agent or by attorney.
D. The Board of Examiners shall also have power to hear and decide special
exceptions to the terms of this Division, where there are practical
exceptions or where there are apparent undue difficulties or unnecessary
hardships in the way of carrying out the strict letter of a certain
requirement of this Division; to vary or modify, if reasonable and
practical, the application of any of the regulations or provisions
relating to the use and installation of electrical work so that the
spirit and essence of this Division shall be observed and public safety,
health and welfare secured and substantial justice done.

The third and fourth members of the Board of Examiners, being
the Class I electricians, respectively appointed as members of the
Board, may be removed by a majority vote of the Mayor and Council
for good cause.

The Board of Examiners shall meet on call of the Chairman or
a majority of the membership thereof, and the call shall include the
time, place and purpose of such meetings. Applicants scheduled for
examination at such meetings shall be notified at least three (3)
days prior to the date of the meeting.
