Prior to installation of any mailbox or post to support a mailbox, a permit for such installation shall be obtained from the Avis Borough Zoning Officer. Application for such permit shall be made on a form generated by the Borough.
Borough Council may, from time to time, via resolution, determine the fees for such permit.
Prior to obtaining a permit for installation of a mailbox and actual installation of any mailbox/supporting post, a resident shall contact Pennsylvania One Call System (presently telephone number 8-1-1) and obtain a serial number from them. A Pennsylvania One Call form shall be completed. The Pennsylvania One Call serial number assigned the matter and completed Pennsylvania One Call form shall accompany the application for permit.
Mailbox and supporting post placement shall be in a location determined by the Avis Borough Foreman.
A mailbox or supporting post shall:
A. 
Not be located over any utilities such as gas, sewer, water, storm sewer, and electrical or telephone lines.
B. 
Not interfere with vision of traffic, at intersections or otherwise, including the ability to observe any direction of traffic at least seven feet beyond placement of the mailbox/post.
C. 
Not be placed within nine feet of pavement and/or placed so as to interfere with snow removal/plowing of Borough streets and/or rights-of-way.
D. 
Not be placed in such a manner as to have mailbox front and/or post protrude beyond any curb.
E. 
Be plum/level from each side.
All mailboxes shall be neat in appearance, with no rust or rot, no loose hinges on the mailbox doors and shall have house numbers placed on each side of the box, the numbers to be approximately a minimum of three inches in height.
The mailbox itself shall be placed at a vertical height of 3 1/2 to four feet from the road surface in a manner which allows United State Postal Service carriers to safely and conveniently serve the mailbox without leaving the postal vehicle.
Placement of the mailbox/post shall otherwise be consistent with United States Postal Service rules/regulations, which are incorporated herein by reference.
Any person/entity who violates any of the provisions of this chapter shall, upon conviction thereof, be sentenced to pay a fine of not more than $600, and, in default of payment, to imprisonment for a term not to exceed 30 days. In addition, any damages caused as a result of failure to obtain a permit or improper placement of a mailbox/post shall be the responsibility of the owner/resident.
The Code Enforcement Officer, along with any police officer of the Borough, shall have the power to enforce the terms of this chapter.
