The following definitions apply:
AGRICULTURAL REPRESENTATIVE
A member or designee of the Board who has knowledge of farm
management and/or care of large animals. The agricultural representative
serves in this capacity at the discretion of the Board.
BOARD
The Board of Health of the Town of Dover.
BULKING AGENT
Straw, woodchips, sawdust and other generally accepted material
normally used to stabilize manure.
STOCKPILE
An accumulation of horse manure and bulking agent which has
been removed from animal facilities and is being stored for disposal
(including eventual spreading or use as compost).
WETLAND RESOURCE
Any natural or man-made stream, pond, lake, river, vegetative
wetland, open or subsurface drain or swamp.
Spreading of manure should only be performed if done in a manner
consistent with normal agricultural practice. Deposit of manure by
horses in fields or paddocks is not regulated.
Stockpiles, measured from the exterior of the encapsulated location,
should not be permitted within 15 feet of any boundary line of an
abutting lot on which a residence is located unless there is common
ownership.
The Board shall refer any complaints to the Board of Health
Agent. The Animal Inspector is charged with inspecting the sites of
any complaints, coordinating his/her site inspection with the Board
and its agents, and reporting findings and recommendations to the
Board.
