All owners of property in the Victor Consolidated Sewer District
shall pay:
A. Operation and maintenance charges ("sewer rent"), as set forth in Parts 2 and 3, Article
XI, §§
162-78 and
162-81, and Article
XXVI, §§
162-101 and
162-103, of this chapter as may be applicable. Billing for sewer rents will be issued from the Village of Victor or the Town of Farmington, as may be applicable, and payment by users for said sewer rents shall be made directly to the Village of Victor or the Town of Farmington, as may be applicable; and
B. Hook-up and connection fees as set forth in Parts 2 and 3, Article
XI, §
162-78, and Article
XXVI, §
162-101, of this chapter as may be applicable; and
C. Capital recovery charges, as set forth in Part
5, Article
XXVIII, of this chapter.
All persons discharging or depositing wastes with concentrations in excess of the pollutant concentrations in normal sewage shall be subject to the enforcement provisions of Part
4, Article
XXVII, of this chapter.
The billing period shall be quarterly.
The additional charges and fees associated with the operation
of the pretreatment program shall be assessed to the user and include:
A. Reimbursement of costs of setting up and operating the pretreatment
program.
C. Monitoring, inspections and surveillance procedures.
D. Costs of equipment and supplies.
E. Reviewing accidental discharge procedures.
F. Construction inspections.
H. Application for consistent removal status as outlined in 40 CFR 403.
I. Other reasonable expenses to carry out the program to satisfy the
requirements of Parts 1, 2 and 3, the NYSDEC and the federal government.
Provisions of Article
XVII of Part
4 relating to the collection of penalties shall apply to the collection of sewer charges and abnormal sewage service surcharges, unless where otherwise provided by application of Parts 2 and 3 of this chapter by the Town.
The Town Board shall have the authority to impose appropriate
fees on new development if such development may require enlargement
of the service area of the POTW or cause increased hydraulic and/or
treatment demands on the POTW.
