No person, firm, partnership, corporation or other type of business
entity shall operate, conduct or engage in business as a pawnbroker
or secondhand dealer unless such person, firm, partnership or corporation
first obtains and maintains a license in good standing from the Township
of North Versailles. This license shall be obligatory commencing on
January 1, 2013, and annually thereafter.
Any applicant as defined in the Pennsylvania Statute cited herein
must apply for a license from the North Versailles Township Chief
of Police. Forms will be available from the Chief of Police which
will request all relevant information regarding the applicant, place
of business, personnel and such other information as the Chief of
Police deems relevant in his discretion. The Chief shall promptly
conduct an investigation as to the fitness of the applicant and the
applicant's employees to carry on the business of pawnbroker
or secondhand dealer. Criteria for the issuance of a license shall
be that standard set forth in 63 P.S. § 281-8(a). The Chief
of Police at his discretion shall then grant the license upon payment
of the fee or decline to grant the license. He shall further file
a report with his or her findings to the Board of Commissioners. A
numbered license shall be issued and continue to be in full force
for one calendar year from the issuance date unless revoked prior
to this date by the Board of Commissioners. The licensed premises
may be inspected at any time by a duly authorized police officer.
A registration fee is hereby set at $100 for one year or any
part thereof for each place of business in the Township. Such fee
must be paid to the North Versailles Township Manager prior to the
issuance of a license.
A licensee shall display their current license in a conspicuous
place within the business where it must be readily visible to the
general public.
