There shall be an executive department of the Village known
as the "Utilities Department." It shall include the Superintendent
and employees of the Department. The designated office shall be the
Village Hall.

The Village Board standing Gas and Water Committee shall exercise
a general supervision over the affairs of the Department. It shall
ascertain the condition and needs thereof; and shall, from time to
time, report the same to the Mayor and Village Board so that a full
understanding thereof shall be had; and, generally, shall do all acts
necessary to promote the efficiency of the Department.

The Public Works Director shall be subject to the supervision
of the Mayor and shall hereinafter be referred to as the "Public Works
Director." The Public Works Director shall be appointed by the Mayor,
by and with the advice and consent of the Village Board, and shall
hold office until his successor is appointed and qualified. He or
she shall receive such salary as may be provided by the annual budget
of the Village Board at the time of his/her appointment.

The duties of the Public Works Director shall be as follows:
A. He shall, subject to the direction of the Village Board, have the
general direction and control of the Utilities Department, and shall
see that the object and purpose thereof are carried out, and that
the waterworks system is conducted on an economical, business-like
basis.
B. He shall set up and maintain a proper system of accounts showing
the amount of revenue received from the waterworks system and the
application of this revenue. At least once each year, his accounts
shall be properly audited by a certified public accountant and a report
of this audit shall be open to the public for inspection at all reasonable
times.
C. He shall inspect all connections to the waterworks system at the
time they are made and report to the Gas and Water Clerk the date
when the water is turned on.
D. He shall shut off the water supply of any delinquent user or violator
of the provisions of this chapter.
E. He shall review permits for connections to the waterworks system
whenever an application for the same has been made as provided herein,
and to tap the mains of the water system wherever connections are
to be made.
F. He shall determine the size of each connection to be made.
G. He shall supervise the setting, taking off, and repairing of all
water meters. He may authorize water system personnel to do the same.
H. He shall make all repairs occasioned by leaks or breaks in the mains
of the waterworks system, and shall shut off the water from all premises
where leaks are permitted to go unrepaired.
I. He shall examine and test, at least annually, all fire hydrants and
street valves and if they are found to be in an unsatisfactory condition,
he shall repair the same.
