Except as otherwise specifically provided in this chapter, all provisions of Chs. 340 to 350, Wis. Stats., and the Department of Transportation sections describing and defining regulations with respect to vehicles and traffic for which the penalty is a forfeiture only, including penalties to be imposed and procedure for prosecution, are hereby adopted and by reference made a part of this chapter as if fully set forth herein. Any act required to be performed or prohibited by a statute incorporated herein by reference is required or prohibited by this chapter. Sections 615-2, 615-3, 615-4, 615-5, 615-6, 615-7, 615-8, 615-9, 615-10, 615-11, 615-12, 615-13, 615-14, 615-15, 615-16, 615-17, 615-18, 615-19, 615-20, and 615-21 may be changed, modified and updated through a City resolution recommended by action to the Public Works Committee upon recommendation of the Public Works Director/City Engineer to the Common Council This section shall pertain to all of the statutes set forth below along with any amendments, additions or deletions that may occur.

When signs are erected in any block giving notice thereof, no person shall park a vehicle for longer than the period hereinafter specified. A vehicle shall be considered to be in violation of this chapter if it is not moved a distance of at least 30 feet away from its initial parking space within the period of time provided in the various sections below. In no case shall it be lawful to park a nonregistered motor vehicle in any otherwise lawful parking space.

Downtown business parking district. All parking within the following described district shall be based on signage in place at the time. That signage may be changed from time to time at the direction of the Public Works Committee with the approval of the Director of Public Works and the Police Chief. The area included within this district is defined as follows:

Seventy-two hour limit. The operator of a vehicle shall not park such vehicle for longer than 72 hours at any one time upon the streets of the City. Any such vehicle may be removed by order of the Chief of Police, Public Works Director or their designee after expiration of tow notice. This chapter shall not prohibit the enforcement of § 615-10B concerning alternate-side parking. (Section 615-12 shall take precedence over this section in all snow emergency cases.)

F. 
Parking limits in parking meter zones. In any parking meter zone where parking meters are erected, the parking time limit shall be controlled by such meters.
G. 
Removal of vehicle illegally parked in private driveways. Any vehicle illegally parked in front of or in the entrance to a private driveway may be removed by the City or its agents upon receipt of a signed request from property owner, or tenant or agent, of the drive that is blocked. The removed vehicle may be stored in a public garage, and the owner shall pay the storage and towing charge before the vehicle is released. This section shall not apply to a vehicle parked on private land, but only to one parked within street lines.
H. 
Removal of vehicle illegally parked in parade routes or construction zones. Any vehicle illegally parked in a no-parking zone on a City street designated as a temporary parade route or construction zone may be removed by order of the Chief of Police, Public Works Director or their designee. The removed vehicle shall be stored in a public garage, and the owner shall pay the storage and towing charge before the vehicle is released.

Parking restricted. No parking along any City street where the curb has been painted yellow by an authorized official and when such paint is sufficiently visible to be seen by an ordinary, observant person.

Special residential parking permits. Those permanent residents of the City of Reedsburg residing in the area bordered by Webb Avenue on the west, 2nd Street on the north, Park Street on the east, and Vine Street on the south shall be eligible to apply to the Police Department for a permit which will entitle them to park in the eight-hour spaces of the municipal parking lots. Those permits shall have a duration of one month and shall carry a monthly fee as set by the Common Council. Permits are nontransferable and shall be displayed in the vehicle.[7]

Parking shall be permitted between 2:00 a.m. and 6:00 a.m. on all other streets within the City, unless otherwise provided, from December 1 to April 1 on the even-numbered calendar days on the even-numbered side of the street and on the odd-numbered calendar days on the odd-numbered side of the street, and no vehicle shall be parked contrary to such regulation. Any person violating this subsection shall be subject to a forfeiture as approved in the official bond schedule.

C. 
Except on Saturday, Sunday, and holidays, no person shall park a vehicle of any kind on either side of North Webb Avenue or on the west side of the boulevard on North Webb Avenue during the hours of 7:30 a.m. to 4:00 p.m. from August 15 to June 15. No parking shall be permitted on the east side of said boulevard at any time during the day and the year. The parking prohibitions contained herein shall be from the northerly property line of the residence located at 504 North Webb Avenue to the north boundary of 8th Street.
D. 
No person shall either park or allow to be parked on any street any vehicle, trailer, machinery, or towed vehicle whose width at the maximum extremities shall be more than eight feet zero inches from 9:00 p.m. to 6:00 a.m. Any person violating this subsection will be subject to a forfeiture as approved in the official bond book.

E. 
No parking shall be permitted in the municipal parking lot between the civic center and safety building between the hours of 7:00 p.m. and 6:00 a.m. except for emergency vehicles; provided, however, that properly identified vehicles belonging to members of the fire and police department shall be permitted in said lot when attending drills and training seminars.
A. 
No person shall park any vehicle between 2:00 a.m. and 6:00 a.m. of any day, except physicians on emergency calls, and emergency vehicles, on any of the following streets:

B. 
Any person who shall be guilty of a violation of Subsection A may satisfy such violation by paying to the Police Department the approved forfeiture in the official bond schedule.

A. 
It is hereby declared to be the purpose and policy of the City to keep and maintain the streets and highways of the City free and clear from snow and ice in order to provide for the movement of vehicles, and the transportation of food, fuel and persons, and to ensure the proper functioning of fire, police and other vital facilities of the City. In order to accomplish said purpose, emergency powers are hereby conferred upon the above-mentioned City officials whenever snow removal is necessary in the City.
B. 
Whenever snow has fallen, the Mayor may announce the emergency and issue an order directing that all parking or vehicles on specified public streets be prohibited for a given period, during which time snow removal crews and equipment may remove snow and ice from the streets. Such emergency order may prohibit parking only during specified hours and may prohibit parking only on specified streets within such time as is reasonable for the crews to fulfill their duties. A copy of said emergency order should be delivered to the Public Works Director, who shall forthwith cause announcement thereof to be made by one radio or television station whose normal operating range covers the City. The Public Works Director shall direct the placing of temporary signs declaring such emergency along and upon the streets, one per block, as needed.
C. 
When announcement has been made by radio and/or television and temporary no-parking signs have been placed, no person shall park or permit to be parked any vehicle on any street or highway of the City in violation of such emergency order, provided vehicles may be temporarily parked for a period of not more than three minutes for the actual loading or unloading of passengers.
D. 
Any person who shall park or permit to be parked any vehicle in violation of said emergency order shall be subject to a forfeiture as provided in Chapter 1, General Provisions, § 1-3 of this Code, plus the costs of prosecution, wrecker service and storage for the safekeeping of said vehicle, and any or all expenses incident thereto.
E. 
Any City employee engaged in snow removal operations, upon discovering a car parked in violation of this section, shall notify the Police Department, who shall immediately take steps to enforce this section.

A. 
Any person who shall park his or her vehicle on any street in the City after prior notice of violation by citation, tow notice, or both, of some parking limitation shall be subject to a forfeiture as provided in Chapter 1, General Provisions, § 1-3 of this Code, and his or her vehicle, when parked in violation, may be removed pursuant to Subsection B.
B. 
The Chief of Police, Public Works Director or any of their employees under their supervision and direction may remove any vehicle, in behalf of the City, which may be violating Subsection A. The Chief of Police and Public Works Director may charge the cost of removing such vehicle to the owner or the operator thereof. They may cause removal to be made either by their own department with City help, or may contract out such removal. The removed vehicle shall be stored in a public garage, and the owner shall pay the usual storage charge before the vehicle is released. Any person who performs such removal shall carry public liability insurance.
A. 
Every passenger motor vehicle shall be equipped with a lock suitable to lock either the starting lever, throttle steering apparatus, gearshift lever, or ignition system.
B. 
No person shall permit a motor vehicle not in custody to stand or remain unattended on any street, alley, or any other public place, except in attended parking area, unless either the starting lever, throttle, steering apparatus, gear shift, or ignition of said vehicle is locked, and the key for such lock is removed from the vehicle.
C. 
The police shall remove any key found in a car on a public street, alley, or parking area, and take it to the police station, where the owner may recover it.
A. 
Class "B" highways designated. All streets and alleys within the City, except the following enumerated streets and alleys, are hereby designated class "B" highways and shall be subject to the weight limitations imposed by § 348.16, Wis. Stats.
(1) 
Myrtle Street from the north curbline of Main Street to and including the intersection of South Park Street and Railroad Street to the south City limits.
(2) 
North Park Street from the north line of Main Street to the south curbline of 6th Street.
(3) 
Main Street from the east City limits to the west City limits.
(4) 
South Albert Avenue from the south curbline of Main Street to the south City limits.
B. 
No vehicle, except for public transportation buses or household moving vans, that have a combined vehicle load weight exceeding 32,000 pounds shall be operated or moved on any residential street or alley in the City, except for the purpose of obtaining orders and/or for moving, loading or delivering supplies and/or commodities. In any case, no vehicle shall exceed the limitations of § 348.15 or 348.16(3), Wis. Stats., pertaining to class "A" highways or deliveries in class "B" highways.
It shall be illegal to make a U-turn at the intersection of Park and Main, Webb and Main, Locust and Main, Walnut and Main, or Webb Avenue, from the intersection of 3rd Street to the south end of the boulevard or in the middle of the block in the business district, or any artery for through traffic in a district at an intersection.
The following sign types are prohibited, and in no event shall a permit therefor be granted by the City Building Inspector:
A. 
Signs placed upon, over or in any public way (including highway, street or alley) that cause or have the potential to cause a blockage of access or a safety hazard to the general public. This subsection shall not be construed to apply to traffic signs, signals or other traffic devices and official signs and notices and public utility signs permitted by state, federal and local laws.
B. 
Signs placed upon or against parked vehicles to advertise a business or product. This provision shall not be construed to prohibit permanently attached print or copy on a vehicle such as by paint or magnetically affixed copy to advertise a profession, business or product, nor shall this provision be construed to prohibit signs affixed to vehicles for the purpose of promoting an individual for elected office.
C. 
Lighted or flashing signs that are affixed to any vehicle except those for governmental use.
D. 
Signs advertising activities which are illegal under federal, state or city laws or regulations in effect at the location of those signs or at the location of the activities advertised.
E. 
Signs which are erected or maintained upon trees or are painted or drawn upon rocks or other features. Also prohibited under this chapter is the attachment of temporary signs to any traffic, utility or other public safety signs.
F. 
Signs which are structurally unsafe, in disrepair or are otherwise in violation of Chapter 690, Zoning, § 690-107, of the Code of the City of Reedsburg.

No person shall park any truck, bus, auto and trailer, tractor and trailer, or any other vehicle more than 20 feet in length on any section of any street in the City of Reedsburg except as permitted below:
A. 
Except as provided by § 615-15B, no vehicle over 35 feet in length may be parked on any residential street in the City of Reedsburg.
B. 
Parking of any vehicles over 20 feet in length is prohibited on Main Street or any streets designated as class "B" highways or on any block of any street which contains angle parking. In the event that parking is permitted under this chapter, it shall be permitted for no more than two hours.
C. 
Notwithstanding any other provisions of this chapter, no vehicle with a length of over 20 feet may be parked on either side of 3rd Street between North Walnut and North Webb.
No person shall interfere with the parking enforcement action of a police officer or City of Reedsburg parking enforcement employee, nor may any person erase, obliterate, cover up or tamper with or remove any mark placed by a police officer or City of Reedsburg parking enforcement employee on the tire of a vehicle for enforcement purposes, other than by normal use after the vehicle is moved from the parking space.

A. 
The Reedsburg Police Department is authorized to procure and erect signs and signals. The Reedsburg Police Department is hereby authorized and directed to procure, erect and maintain appropriate standard traffic signs, signals and markings conforming to the rules of the state Department of Transportation, giving such notice of the provisions of this chapter as required by state law. Signs shall be erected in such locations and manner as the Chief of Police shall determine will best effect the purposes of this chapter and give adequate warning to users of the street or highway.
B. 
Removal of unofficial signs and signals. The Reedsburg Police Department shall have the authority granted by § 349.09, Wis. Stats., and is hereby directed to order the removal of a sign, signal, marking or device placed, maintained or displayed in violation of this chapter or § 346.41, Wis. Stats. Any charge imposed on a premises for removal of such an illegal sign, signal or device shall be reported to the Common Council at its next regular meeting for review and certification.
The penalty for violation of any provision of this chapter shall be forfeiture, as hereinafter provided, together with the cost of prosecution imposed, as provided in §§ 345.20 to 345.53, Wis. Stats.
A. 
Uniform offenses. Forfeitures for violation of any provision of Chs. 341 to 348, Wis. Stats., adopted by reference in § 615-1 of this chapter shall conform to forfeitures for violation of the comparable state offense, including any variations or increases for second offenses.
B. 
Special local regulations. Any person who shall be guilty of a moving violation prohibited by this chapter, the penalty for which is not covered by Subsection A above, shall, upon conviction thereof, forfeit not less than $20 or more than $750, together with the costs of prosecution, and, in default of payment of the forfeiture and cost of prosecution, shall be imprisoned in the County Jail until said forfeiture and costs are paid, but not exceeding 90 days, provided the forfeiture imposed shall not exceed the maximum fine permitted under the statute adopted by reference.
C. 
Any person who shall be guilty of a parking violation may satisfy such violation by paying the approved forfeiture in the official bond schedule to the Police Department.

D. 
The provisions of § 345.60, Wis. Stats, shall apply to adjudications for violation of any provision of this chapter.

This chapter shall be enforced in accordance with the provisions of §§ 345.20 to 345.53 and 66.0114, Wis. Stats.
A. 
Stipulation of guilt or no contest. Stipulations of guilt or no contest may be made by persons arrested for violations of this chapter in accordance with § 66.0114(1)(b), Wis. Stats., whenever the provisions of § 345.27, Wis. Stats., are inapplicable to such violations. Stipulations shall conform to the form contained on the uniform traffic citation and complaint under § 345.11, Wis. Stats., and may be accepted within five days of the date of the alleged violation. Stipulations may be accepted by the City Police Department.
B. 
Deposits. Any person stipulating guilt or no contest under Subsection A of this section must make the deposit required under § 345.26, Wis. Stats., or, if the deposit is not established under such statute, shall deposit a forfeited penalty as provided in the schedule established by the Chief of Police and approved by the Common Council. Deposits may be brought or mailed to the office of the Police Department as directed by the arresting officer. Deposits for parking or nonmoving violations shall be mailed or brought to the City Clerk.
C. 
Notice of demerit points and receipt. Every officer accepting a forfeited penalty of money deposit under this chapter shall receipt therefor as provided in § 345.26(3)(b), Wis. Stats. Every officer accepting a stipulation under the provisions of this chapter shall comply with the provisions of §§ 343.28, 345.26(1)(a) and 345.27(2), Wis. Stats., and shall require the alleged violator to sign a statement of notice in substantially the form contained on the uniform traffic citation and complaint promulgated under § 345.11, Wis. Stats.

No person shall operate an unlicensed dirt bike (two- or three-wheel motorized vehicle) within the Reedsburg City limits. If such vehicle is licensed, then it may be operated in such areas as otherwise authorized by law; however, in no event shall the vehicle be operated on City property without obtaining prior written permission from the City.

A. 
It shall be illegal for anyone to park in areas designated as "handicapped parking spaces" unless his or her vehicle is equipped with special license plates as set forth in § 341.14, Wis. Stats., or other state-authorized handicapped designations. The following areas shall be designated as handicapped parking spaces:

The east corner of North Webb Avenue at its intersection with Main Street.
(2) 
The east corner of North Walnut Street at its intersection with Main Street.
(3) 
The west corner of South Walnut Street at its intersection with Main Street.
(4) 
In five parking stalls as designated by the Director of Public Works in City Parking Lot No. 4.

B. 
Penalty and enforcement. Any person who shall be guilty of a first offense of this section shall be assessed a fine of $150. Second and subsequent violations of this chapter shall be issued a uniform traffic citation in accordance with § 615-1 of this chapter of the Code of the City of Reedsburg. Only full-time employees of the Reedsburg Police Department shall enforce this provision.

Any parking violation falling within the authority contained in Ch. Trans 128, Wis. Adm. Code, shall be subject to all actual costs borne by the City in compliance with the State of Wisconsin's Traffic Violation and Registration Program.
It shall be unlawful to park in areas designated as "loading/unloading zones" between the hours of 7:30 a.m. to 5:30 p.m., Monday through Saturday, unless an individual is loading or unloading a vehicle for commercial, wholesale or retail purposes. The following areas are designated as loading/unloading zones:

A. 
Any vehicle carrying flammable or explosive substances shall be prohibited from parking in any residential area of the City of Reedsburg except for the supplying of such areas with essential provisions such as heating oil, LP gas, etc. At no time shall such vehicles be allowed to park or stand on any street from the hours of 6:00 p.m. to 6:00 a.m. except for emergency fill-ups for residential or business properties.
B. 
No vehicle carrying other hazardous materials as defined by the Wisconsin Department of Transportation shall be allowed to park in residential areas of the City of Reedsburg except to perform essential services to homes in the area. Exceptions to this chapter may be obtained by petition and, upon the City's receipt of such a petition, a public hearing before the Health and Safety Committee of the Common Council shall be convened to hear and decide the merits of such petition. Each petition shall include, but is not limited to, the following information: name, address and telephone number of petitioner, date petition is forwarded, type(s) and amount(s) of hazardous material possibly to be contained in vehicle, place vehicle is to be parked and reason for vehicle being parked in such area, safety features of such vehicle and any other information relevant to the petition. Copies of all approved petitions shall be forwarded to all interested departments, including, but not limited to, Police and Fire Departments.
C. 
Violations of the hazardous materials ordinance shall carry a fine of not less than $100, plus court costs, for each day a violation takes place.
No road tractor with semitrailer may be operated in the alley between West Main Street and Clark Street east of parcel No. 276-0043.
A. 
Definition. As used in this section, the following terms shall have the meanings indicated:
DYNAMIC BRAKING DEVICE (commonly referred to as "jacobs brake," "engine brake" or "compression brake")
A device primarily on trucks for conversion of the engine from an internal combustion engine to an air compressor for the purpose of braking without the use of wheel brakes.
B. 
Use prohibited. It is unlawful for any person to operate any motor vehicle with a dynamic braking device engaged, except for the aversion of imminent danger, within the City limits.

A. 
Low-speed vehicles (LSV) are defined at § 340.01(27h), Wis. Stats.
B. 
LSVs may be operated on any roadway in the City that has a speed limit of 35 mph or less, regardless of whether the City has jurisdiction over the road.
C. 
LSV headlights shall be on when operated on a public roadway.

For a violation of a section of this chapter for which a specific penalty is not provided, the forfeiture shall be not less than $5 nor more than $500 for each offense, together with the costs of prosecution.
