Unless otherwise expressly stated, the following words and phrases,
wherever used in this Civil Service Code, shall be construed to have
the meanings indicated herein:
ACTIVE MILITARY SERVICE
Active service in any of the armed services or forces of
the United States or of the commonwealth.
APPOINTING AUTHORITY
That person or group of persons, other than the Commission,
having power by virtue of statute or other lawful authority to exercise
executive control over the appointment, suspension, promotion, other
position change and discipline of a member of the police force or
a paid firefighter of the Township. Unless stated otherwise, all references
to "appointing authority" shall mean the Mayor.
CERTIFIED LIST
The list of persons who have qualified through examination
and have met all other requirements for appointment to the classified
service. This list shall be arranged top to bottom, from the highest
test score to the lowest test score, in the order of the final weighted
composite score received by each applicant.
CODE
The Upper Darby Township Civil Service Code.
COMBINATION FIRE DEPARTMENT
A fire department in which fire protection is provided through
a service which utilizes both volunteer and full-time paid firefighters.
Combination fire departments are characterized by a substantial number
of full-time paid firefighters working in conjunction with volunteers
in a command structure which is directly responsible to the local
municipal government. Volunteer fire companies which either pay members
for a portion of their time or pay a limited number of firefighters
to ensure availability of drivers are not combination departments.
COMMISSION
Upper Darby Township Civil Service Commission.
COMMISSIONER
A member of the Civil Service Commission, unless otherwise
specified.
COUNCIL
The Upper Darby Township Council.
ELIGIBLE LIST
The list of persons who have received passing grades in the
written test and are therefore eligible to take the oral test. This
list shall be arranged top to bottom, from the highest test score
to the lowest test score, in the order of the score received by each
applicant.
EXAMINATION
The group of tests and the background investigation given
to candidates to determine their qualifications for a position in
the regular police service or as a paid firefighter.
FIRE SUPPRESSION STAFF
A staff consisting of paid firefighters, Deputy Fire Chiefs,
Fire Captains and Fire Inspectors.
FURLOUGH
The temporary separation of an employee from the classified
civil service because of reduction in personnel, resulting in the
placement of the furloughed employee's name on a reemployment list.
PAID FIREFIGHTER
Any person who operates fire apparatus and devotes his or
her normal working hours to operating any piece of fire apparatus
or provides other services connected with fire protection work and
who is paid a stated salary or compensation for such work by the Township.
The term "paid firefighter" shall not include Deputy Fire Chiefs,
Fire Captains or Fire Inspectors.
POLICE FORCE
A police force organized and operating as prescribed by law,
the members of which devote their normal working hours to police duty
or duty in connection with the bureau, agencies and services connected
with police protection work, and who are paid a stated salary or compensation
for such work by the Township.
RESERVE COMPONENT OF THE ARMED FORCES
The United States Army Reserve, United States Navy Reserve,
United States Marine Corps Reserve, United States Coast Guard Reserve,
United States Air Force Reserve, Pennsylvania National Guard and Pennsylvania
Air National Guard.
VETERAN
A person who has served in the armed forces of the United
States, or in any women's organization officially connected therewith,
during any war or armed conflict in which the United States engaged
or who has served at any time in the armed forces of the United States
or any women's organization connected therewith since July 27, 1953,
and who has an honorable discharge from such service, or a person
who has served in the National Guard or Reserves and has completed
his military service commitment in either type of organization and
has received an honorable discharge.
