It shall be unlawful for any person to erect, use, occupy or maintain any building or structure in violation of any provisions of this chapter or to cause, permit or suffer any such violations to be committed, or fail to obtain a Building Permit. Any violation shall be subject to forfeiture as set forth in Chapter 1, General Provisions, § 1-3, and shall also be subject to the payment of double permit fees. If in any action a permit was issued, it shall not constitute a defense; nor shall any error, oversight or dereliction of duty on the part of the Building Inspector constitute a defense.
Any person who commences work prior to obtaining a building permit shall be subject to forfeiture as set forth in § 242-49 and shall also be subject to the payment of double permit fees.
