As used in this article, the following terms shall have the
meanings indicated:
As a verb, means inserting pigment under the surface of the
skin of an individual by pricking a needle or other instrument.
The premises where a tattooist applies a tattoo to another
person.
A person who tattoos another person at that person's request.
No person shall operate a tattoo establishment within the City
without first having obtained a license therefor, as hereinafter provided.

Application for such license shall be made to the City Clerk
and shall be accompanied by a license fee as set by Common Council
on the current Fee Schedule. Said license shall be for one year, or
a portion thereof, and shall be renewable, upon application and payment
of the fee, on or before July 1 or each year.
