Any person who resides in the limits of the City of Reedsburg and owns or operates a bicycle(s) within such City limits shall be required to properly register and tag (as hereinafter provided) such bicycle(s).
A. 
Every owner or operator of any bicycle within the City shall file with the City Police a complete description of such bicycle upon a blank form to be provided for the purpose, which filing of description shall constitute a registration of such bicycle for the purpose of this chapter. Such registration shall be serially numbered and be kept on file by the City Police as a record.
B. 
Immediately upon the registration of a bicycle, the City Police Department shall issue an identification tag serially numbered to correspond with the registration of said bicycle. Such tag shall be, by the owner of such bicycle, affixed to the rear fender or back of the seat of such bicycle and shall hereafter remain as affixed unless removed by a police officer of the City for cause or for replacement with another tag upon reregistration. A charge as set by Common Council from time to time shall be made for the registration and license of such vehicle pursuant to this section. A charge as set by Common Council shall be made for the issuance of a duplicate tag in case such tag shall be lost, stolen, mutilated, or sold.

C. 
Before any bicycle can be registered under this section, the same must be presented by the owner to the City Police to be by them examined as to its mechanical condition. If they find the mechanical condition of said bicycle to be safe, they shall issue a license therefor. If they find such bicycle to be unsafe, they shall have the authority to refuse to issue such license.
D. 
The Chief of Police or other police office may cancel the registration of and remove the identification tag from any bicycle being operated upon any of the streets of the City in an unsafe manner, and in violation of any state law or local ordinance, and such cancellation of registration and removal of tag shall be in addition to other penalties provided hereunder. The Chief of Police or other police officer may impound the bicycle of any person violating any provision of this chapter. Such bicycle shall be impounded no longer than 14 days and shall be released only upon the owner's compliance with this chapter.
E. 
Within 10 days after any bicycle registered hereunder shall have changed ownership or be dismantled and taken out of operation, such information shall be reported to the City Police by the person in whose name the bicycle has been registered.
A. 
No person shall operate any bicycle upon a street carelessly or heedlessly in disregard of the rights and safety of others, and without due caution or at speeds so as to endanger the property, life or limbs or any person or without due regard to traffic, surface and width of the street and any other condition of whatever nature then existing.
B. 
No person shall attach any other vehicle or device to a bicycle or operate the same in connection therewith upon the streets except for those devices or vehicles specifically designed for use with bicycles. No bicycle shall have more than the designed number of riders as determined by the number of seats and handlebars attached to the frames. No bicycle shall be allowed to operate after dark without at least one white light in front and a red taillight or red reflector in the rear.
C. 
Every person operating a bicycle shall comply with the traffic ordinances of the City of Reedsburg which are applicable to operators of any vehicle except for those provisions which refer to the required equipment on motor vehicles.
D. 
No trick riding allowed on City streets, sidewalks or a public property unless appropriately designated by the Department of Public Works. "Trick riding" shall be defined as operation without manual control of handlebars, weaving, jumping and any other method which necessitates the element of unusual and extraordinary skill and involves unnecessary risk voluntarily undertaken.
Any person who shall operate any bicycle not properly registered or carrying a proper identification tag as required herein upon any street in the City, or who shall operate such bicycle in an unsafe manner or in violation of any state law, this chapter or any other local ordinance shall, upon conviction thereof, be subject to a penalty as provided in Chapter 615, Vehicles and Traffic, § 615-23, of the Code of the City of Reedsburg.
Bicycling is allowed on sidewalks, except in the downtown district on Main Street between Webb Avenue and Park Street. Bicyclists on sidewalks shall yield to pedestrians, give an audible warning before passing pedestrians, and pass with care.
