The Mayor and Town Council shall have the right to manage the Oakland Dog Park and from time to time, by resolution, amend the rules and regulations adopted herein.
A. 
The normal operating hours of the Oakland Dog Park shall be from sunrise to sunset.
B. 
The Oakland Dog Park is restricted to dogs only.
C. 
Owners are legally responsible for their dogs and any injuries or property damage caused by them.
D. 
All dogs and puppies must be properly licensed, inoculated, and healthy. Puppies using the park must be at least four months old.
E. 
The small-dog park is limited to dogs weighing 30 pounds or lighter; the large-dog park is open to dogs of all sizes.
F. 
Dogs and puppies must wear a collar and ID tags at all times.
G. 
Dog owners are required to clean up after their pets. Dog food/treats are not permitted within the dog park at any time. Dog owners must clean up dog feces.
H. 
Dog owners must take immediate steps to fill any holes dug or otherwise created by his/her/their dog.
I. 
Dogs must never be left unattended or allowed out of sight.
J. 
Aggressive dogs are not permitted on the premises. Dogs must be leashed and removed from the dog park by their owner at the first sign of aggression. Any dog which has been determined at any time, by code enforcement, law enforcement, judicial, administrative or animal control authorities in any jurisdiction, to be dangerous, potentially dangerous, or any similar or equivalent categorization constituting a threat of any kind to public or private person(s) or property shall be barred from entering the dog park at any time, whether leashed or unleashed. Failure to abide by these rules may result in loss of dog park privileges and/or a municipal infraction citation.
K. 
Animals who exhibit a history of aggressive behavior will not be permitted to enter. Violators of the rules and regulations will be subject to removal from the park and suspension of park privileges. Any violations shall be reported to the Town of Oakland: 301-334-2691, 301-334-2100, or the Garrett County Animal Control: 301-334-3553, and may be subject to a fine.
L. 
Owners must carry a leash at all times. Dogs must be leashed before entering and prior to leaving the park.
M. 
No smoking (of any type devices), no tobacco, no drugs, no alcoholic beverages, and no food are allowed in the dog park.
N. 
No children under the age of 16 are permitted unless accompanied by an adult. All children inside the dog park must be under constant supervision.
O. 
The equipment in the dog park is for dogs only.
P. 
No bicycles, skate boards, children's toys, or other such items are allowed in the dog park.
Q. 
All trash and/or refuse must be placed in designated trash containers. Littering is prohibited.
R. 
All dogs must be under the control of an adult 18 years of age or older.
The Oakland Dog Park shall be under the management of the Mayor and Town Council of Oakland and/or their designees.

B. 
Anyone violating any of the terms of this article shall be guilty of a misdemeanor and/or a municipal infraction. The penalty for violation of this article shall be $50.00 for the first offense and shall range up to $1,000 for each subsequent offense.
