A. 
No person shall construct, connect or surface any private lane or driveway within the Township road right-of-way at the place where said lane or driveway meets a Township road in East Earl Township without first submitting plans to the Township Supervisors for their approval and without first obtaining a permit from said Supervisors authorizing the applicant to perform the work. Application forms shall be furnished on request made to the Township Secretary and payment of a fee, in an amount as established from time to time by resolution of the Board of Supervisors, to the Township. The Township Roadmaster shall prescribe the changes or modifications to be made in such plans, if any, and shall issue a permit when said plans conform with their requirements regarding course, grade, structure, material and drainage facilities. The work shall not be done except in strict accordance with the plans as finally approved.
B. 
No person shall construct, connect or surface any private lane or driveway within the Township road right-of-way at the place where said lane or driveway meets a Township road in East Earl Township on any road which appears on the filed preliminary or final subdivision plan with the intention that it become a public road without first submitting plans to the Township Supervisors for their approval and without first obtaining a permit from said Supervisors authorizing the applicant to perform the work. Application forms shall be furnished by the Zoning Officer. The Township Roadmaster shall prescribe the changes or modifications to be made in such plans, if any, and shall issue a permit upon payment of a fee set forth in the East Earl Township general fee schedule, and when said plans conform with their requirements regarding course, grade, structure, material and drainage facilities. The work shall not be done except in strict accordance with the plans as finally approved.
