Pursuant to Act 77 of 1993,[1] the Borough of Oakdale hereby establishes a budgetary reserve account pursuant to Section 3156-B[2] for all revenues to be received in 1994 and thereafter from the sales tax authorized by Act 77 for use in paying for or reimbursing the costs incurred during unanticipated fiscal emergencies, which shall include, but not be limited to, all appropriate costs related to adverse snowstorms or weather conditions specifically including those in which emergencies are declared by the governor, or county commissioners or the Borough Council, such as excess purchases of materials or equipment, or rental thereof, overtime pay related thereto and the necessary and proper costs incurred during or as a result of such unanticipated fiscal emergency, including the cost of repairing and repaving municipal roads and street systems, and water and sewer lines which may be damaged as a result of such severe weather conditions and the costs of other unanticipated fiscal emergencies as deemed appropriate by the Council of the Borough of Oakdale.
