Following the effective date of this chapter, every person desiring to engage in door to door soliciting or peddling in the Township of Salisbury, Lancaster County, Pennsylvania, shall first make application to Salisbury Township for a license.
The said application shall be made upon a form provided by Salisbury Township and shall contain the following information:
A. 
Full name of the applicant and local address, if any.
B. 
Permanent address of applicant.
C. 
Name and address of the applicant's employer or a statement that the applicant is self-employed.
D. 
The nature of the goods, wares, services or merchandise offered for sale or information being gathered.
E. 
A statement as to whether or not the applicant has ever been convicted of any crime, and if the answer is in the affirmative, the nature of the offense or offenses and the punishment or punishments imposed therefor.
F. 
The type of vehicle to be used, if any, and the current registration plate number and the state in which the vehicle is registered.
G. 
Applicant shall show at least two acceptable identifications, one of which shall have a picture of applicant.
The provisions of this chapter shall apply to all persons desiring to engage in soliciting or peddling in the Township of Salisbury, including any helpers or employees of any applicant, except as otherwise provided in this chapter.
Notwithstanding the provisions of § 252-3 of this chapter, any charitable, religious or civic organization desiring to sell merchandise where the proceeds from such sales are to be applied to the charitable, religious, school, philanthropic or civic purposes of the organization may obtain a single license for the organization only and each worker, helper or employee shall not be licensed.
The provisions of this chapter shall not apply to any insurance companies, their agents or insurance brokers authorized to transact business under the insurance laws of the Commonwealth of Pennsylvania.
The provisions of this chapter shall not apply to persons selling or delivering dairy products, bakery products or groceries on a route and on a regular basis; provided, however, that the motor vehicles used in such delivery shall have the name of the business printed on the vehicle with letters not less than two inches in height, nor shall the provisions of this chapter apply to persons selling fresh fruit or vegetables, or salesmen of established businesses on regular established routes.
The provisions of this chapter shall apply equally to residents and to nonresidents of the Township of Salisbury.
The license required by this chapter shall be valid only during the calendar year in which it was issued. Thereafter, any person desiring to engage in soliciting or peddling within the Township of Salisbury shall again be required to make application for a license pursuant to the provisions of this chapter.
The fee for the license required by this chapter shall be the amount set forth by the Salisbury Township Supervisors, by resolution.

Any person, firm or corporation who shall violate any provision of this chapter, upon conviction thereof in an action brought before a Magisterial District Judge in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not less than $1,000 nor more than $1,000, plus costs. Each day that a violation of this chapter continues or each section of this chapter which shall be found to have been violated shall constitute a separate offense.
